What it is

AMedP-1.11 is the NATO Allied Medical Publication that carries the technical detail behind STANAG 2937, the agreement by which NATO and partner nations commit to a common individual operational ration: the self-contained, shelf-stable ration a soldier carries and eats for a day when a field kitchen or group feeding is not available. It sets the minimum characteristics a general purpose ration has to meet, describes the special purpose variants used for extreme conditions, and sets out how a nation's ration contract has to be run.

The document is not addressed to the soldier eating the ration. It speaks to three parties: the contracting authority running a tender for rations, the requiring nation's technical authority that sets and checks the requirement, and the supplier or contractor manufacturing against it. It reaches a manufacturer in two steps. First, NATO and partner nations record their agreement to use the publication in STANAG 2937; a nation can, and several did, ratify with reservations. Second, and this is the step that actually matters to a supplier, "the technical specifications used in tenders for acquiring rations must contain the minimum requirements contained in accordance with this document." A ration manufacturer meets AMedP-1.11 because a specific tender says so, not because the publication exists in NATO's catalogue.

What a general purpose ration has to satisfy

The core of the document, Chapter 2, sets minimum energy and nutrient content calibrated for normal operations versus sustained combat activity, referring the actual figures to a separate nutrient-content annex rather than stating them here, and notes that female personnel have a higher dietary iron requirement and that rations are not intended as a sole food source for more than about a month without added medical surveillance. It requires the ration to be shelf-stable under specified storage and distribution conditions, and it works through thirteen interoperability requirements: ration volume and weight considered at the design stage, palletizing to a common pattern, the cutlery and heating equipment issued with the ration (or supplied as a separately identified set where it cannot be included), how much potable water a ration needs to prepare and that this be made known to planners, a food-grade primary/secondary/outer packaging structure that should be reasonably easy to open, labeling covering net weight, production or best-before date, ingredients, allergens and number of servings, a preference for metric measurements, ration naming in English at minimum with French recommended, optional water treatment items that must be clearly marked if included, a waste bag, at least one vegetarian menu with other religious and ethnic dietary variants left to national discretion, an explicit rule that a ration must never harm a healthy individual regardless of which nation's requirements built it, and safety warnings printed in both NATO official languages or conveyed by pictogram.

Acceptance, and why it is a named requirement

A ration nobody eats has failed regardless of its nutrient content, so the document treats acceptance as a formal requirement rather than an afterthought: variety and monotony, ease of use, serving temperature, socialization and cultural fit are all named factors, and sensory acceptability is tested on a fixed hedonic scale by evaluators representative of the people who will actually eat the ration, repeated on a regular basis rather than once at qualification.

Quality, food safety, traceability and food defense

Chapter 2 closes with the section a manufacturer's own quality function will read most closely. The contracting authority can inspect any part of production at any time. The critically important steps of the supply chain "shall be subject to an International Standards Organization (ISO) 9000 series quality approach, U.S. Department of Agriculture certification or other equivalent process." Suppliers must source from approved sources under their own national food law, run a hazard-analysis programme, and be evaluated either through their own systematic monitoring or through "regular audits based on a predetermined reference standard (e.g. ISO 22000, International Food Standards, and British Retail Consortium)." Testing "shall be performed by laboratories accredited in accordance with ISO 17025, or similar standard, or governmental laboratories" - a mandatory route rather than a suggestion. Forward and backward traceability must reach a defined short window with an alert and recall capability, and food defense against deliberate contamination is treated as a distinct discipline from food safety, with tools for it pointed to in AMedP-4.12 and STANAG 2556.

What the document deliberately does not fix

Chapter 3, on special purpose rations for cold, hot and high-altitude conditions, special forces and long-range patrol use, and survival and emergency situations, says plainly that it "does not contain prescriptions, recommendations or other technical requirements for these rations." It describes the categories and how they differ from a general purpose ration; the binding detail for any of them is a national programme's own, not this publication's.

The supply relationship

Chapter 4 sets out the mechanics of the contract itself: this document's technical specifications go into the tender; the contracting authority coordinates with the requiring nation's technical authority through acquisition and shares product information on request; lead time and surge capacity are agreed and validated in advance; the contracting authority is responsible for laboratory analysis, shelf-life validation, sensory testing and ongoing conformance checking for the life of the contract; procedures for waivers, deviations and non-conformance have to exist; and documentation and physical auditing must be allowed at any point across production, distribution and storage.

How we help

AMedP-1.11 is a technical requirements document, not a management system: the substance of meeting it is done in ration design, production and testing, not in software. What a supplier still has to hold is the evidence trail a contracting authority's audit or a national technical authority's conformance check will ask for - the procedure that describes the quality approach used on the production line, the record of whichever laboratory accreditation was relied on for testing, the traceability records that let a batch be followed from raw material to shipment, and the corrective action raised against a non-conformance or a waiver. Is AMedP-1.11 mandatory for a ration supplier?

Not by itself. It binds nations through their agreement in STANAG 2937, and it reaches a supplier only once a specific tender or contract writes its requirements in. Whether it applies to a given bid is a question for that tender, not for this document.

What is the difference between AMedP-1.11 and AMedP-1.18?

AMedP-1.11 covers the individual operational ration issued to a single soldier; AMedP-1.18 is the companion publication for group rations. Both sit under the same STANAG 2937 agreement, and several nations' reservations at this promulgation concern AMedP-1.18 rather than AMedP-1.11.

Does AMedP-1.11 require ISO certification?

It requires the critically important steps of a supplier's supply chain to be subject to an ISO 9000-series quality approach, USDA certification, or an equivalent process, and food safety management to be evaluated either by the supplier's own monitoring or by audits against a standard such as ISO 22000. It does not require any specific certificate exclusively, and NATO does not itself issue or hold that certification.

What edition of AMedP-1.11 is current?

Edition C, Version 1, promulgated in June 2025. It supersedes Edition B, Version 1, which nations were instructed to destroy on receipt of the new edition.
