Track requirement work separately from the decision to commit
Each requirement in a tender carries its own state: who is answering it, what evidence supports the answer, and whether it is covered at all. That is deliberately not the same thing as deciding to bid, and keeping them apart is what makes a no-bid decision defensible rather than instinctive.
The requirements above were entered by hand. Requirements can be captured that way or worked through in bulk, and where evidence already exists elsewhere in the system it is linked rather than copied.

Each answer has a review lifecycle and a review date, so reuse does not mean quietly resubmitting something that went stale two years ago.
