What it is
AASTP-01 is NATO's manual of guidelines for the storage of military ammunition and explosives. It runs from general principles and classification through the design and day-to-day operation of storage magazines, above ground and underground, into special situations such as missile installations, airfields and ports, and finally into the destruction and demilitarization of ammunition at end of life. NATO nations record their agreement to use it in STANAG 4440; the manual itself then binds through each nation's own implementation, a tasking authority, or an operational requirement, not by existing on its own.
Who is responsible
The document addresses several levels of authority, and keeps them distinct. Nations, through the Conference of National Armaments Directors and its Ammunition Safety Group (AC/326), approve the publication and keep it current: national delegates communicate lessons learned back to AC/326 and its Subgroup C, "which has the responsibility for maintaining AASTP-1 and keeping it current." At facility level, day-to-day responsibility sits with the Commanding Officer or Superintendent, who "has primary responsibility for safe working and storage conditions within the facility," keeps the facility's drawings and standing orders current, and runs a munition safety programme covering accident, incident and defect reporting. National authorities carry their own responsibilities too: producing standard operating procedures for emergency planning is "in the responsibility of national authorities," and in-service surveillance of munitions already in storage is described plainly as a national responsibility, expected to follow the companion guidance in STANAG 4675.
Classification and mixing
Before AASTP-01's siting guidance applies, ammunition and explosives have to be hazard-classified under STANAG 4123, with the classification detail and the list of National Competent Authorities held in the companion manual AASTP-3. The document groups ammunition by Hazard Division and Compatibility Group and sets out when different groups may be stored together. Any modification to those mixing rules needs the National Competent Authority's approval, on the basis of technical justification and, where appropriate, tests.
How a site is sited and approved
AASTP-01 organises its quantity-distance tables by storage structure type - earth-covered magazines, heavy, medium and light walled magazines, and open stacks - and by the kind of exposed site each table protects. What a reader needs from this page is the process around those tables, not the figures in them: relaxing a required separation needs the written consent of the appropriate authorities, and any waiver needs a documented risk assessment by a competent agency before the appropriate authorities grant it. Before construction commences, or explosives are deployed into a site, a safety site plan demonstrating that the required separations are met has to be prepared and submitted through the appropriate military and national authorities for review and approval - a gate the document says exists to ensure documentation is reviewed before funds are committed.
Running and surveilling a facility
A large part of the manual covers the design of storage buildings, barricades, lighting and electrical installations, and fire-fighting arrangements, then moves into the day-to-day running of an explosives area: arranging and handling munitions, repair and inspection in explosives workshops, and general safety precautions. Standard operating procedures for a workshop or laboratory need the Commanding Officer or Superintendent's approval before use. If an accident or incident occurs, "all operations shall cease immediately and the situation shall be reported to the Commanding Officer/Superintendent," with onward reporting following national regulations. Surveillance of munitions already in storage continues for as long as they remain in service, as an ongoing national programme rather than a one-time acceptance check.
Underground storage and special situations
The same governance model extends underground: design has to weigh operational requirements and lifetime cost against safety before construction begins. Where the ordinary siting approach cannot be met - operationally, or in a deployed setting - the manual describes a risk-based alternative instead: a documented process of risk assessment, mitigation, decision and communication, with the appropriate risk decision-makers formally accepting the risk before explosives operations proceed. A few NATO nations are noted as using this risk-based approach exclusively rather than the quantity-distance tables. This part of the manual also covers missile installations, airfields and naval or military ports, each with its own chain of authority for approving a deviation, and the destruction and demilitarization of ammunition at end of life: nations developing a munition must assess its design against the disposal requirements of STANAG 4518, destruction operations must follow rules set by the Competent National Authority, and a record-keeping system has to capture what was destroyed, when, and any other data that authority requires.
How you are evaluated
AASTP-01 names no scheme for certifying a storage organisation itself. What runs through the whole document instead is a chain of approval: a safety site plan reviewed and approved by military and national authorities; a deviation approved only with the written consent of the appropriate authorities; destruction and demilitarization governed by the Competent National Authority; and an accident report that travels from the Commanding Officer or Superintendent through national channels to the NATO committee that maintains the manual. The one place the document describes testing and certification in the ordinary sense is at equipment level: "only equipment that has been tested and certified by a testing agency" may be used in a hazardous, explosive-atmosphere environment, with the certifying label issued "by a certified laboratory in accordance with established, standardized test procedures," and lightning-protection systems inspected and tested at initial installation and at defined points afterwards, against national standards consistent with IEC 62305. Both of those certificates belong to the equipment and its manufacturer, not to the site or the organisation running it.
Standards it references
AASTP-01 is covered by STANAG 4440, the agreement through which NATO nations record that they use it. It builds its siting guidance on hazard classification under STANAG 4123, and cites STANAG 4396 for the testing behind one of its classification assignments. STANAG 4441 governs road load limits its tables cross-refer to, STANAG 4675 carries the in-service surveillance guidance nationally approved programmes are expected to meet, and STANAG 4518 sets the disposal design principles a nation must assess a new munition against. AECTP-500 supplies the electromagnetic-environment test categories used when assessing hazards to munitions from electromagnetic radiation, and ALP-16 requires compliance with AASTP-01 or its companion AASTP-05 for munitions-related processes tied to NATO military operations and training. AASTP-01 also cites its own close companions repeatedly: AASTP-3 for hazard classification, AASTP-4 for the risk-based siting methodology, AASTP-5 for storage, maintenance and transport on deployed operations, and AASTP-1.3 for nationally approved structures.

Questions
Is AASTP-01 mandatory?
Not on its own. NATO nations record their agreement to use it in STANAG 4440, and it then binds through each nation's own implementation, a tasking authority, or a specific operational requirement. Whether it applies to a given site, unit or contract is a question for that nation's or command's own regulations, not something this page can answer.
Can an organisation be certified to AASTP-01?
No. AASTP-01 names no certification scheme for a storage organisation. The only certification the document describes is of hazardous-area electrical equipment and lightning-protection systems, tested and certified by testing laboratories against established test procedures - a certificate held by equipment and its manufacturer, not by the site.
Who approves a storage site?
A safety site plan demonstrating that the required separations are met has to be reviewed and approved through the appropriate military and national authorities before construction commences or explosives are deployed to the site. Any relaxation of a required separation needs the written consent of the appropriate authorities.
What is the difference between AASTP-01 and AASTP-05?
AASTP-01 sets the general storage guidelines, quantity-distance tables and facility governance this page describes. AASTP-05 covers storage, maintenance and transport of ammunition on deployed operations or missions specifically, and the two are used together: ALP-16 requires compliance with AASTP-01 or AASTP-05, as applicable, for NATO military operations and training.
Who is responsible for surveillance of ammunition already in storage?
In-service surveillance is described as a national responsibility. Nationally approved surveillance programmes are expected to meet the guidance in the companion STANAG 4675, and the document is explicit that a nation may not have such a programme in place, which should never be assumed otherwise.
What happens if a required separation distance cannot be met?
AASTP-01 describes a risk-based alternative for exactly that situation: a documented process of risk assessment, mitigation, decision and communication, with the appropriate risk decision-makers formally accepting the risk before operations proceed. A few NATO nations use this risk-based approach exclusively rather than the quantity-distance tables.
