What STANAG 4123 covers
STANAG 4123 is the NATO standardization agreement that gives force to AASTP-03, Edition B, the Allied publication on hazard classification of military ammunition and explosives. A STANAG is not itself a technical specification: it is the agreement by which NATO nations commit to implement one, and the classification criteria themselves sit in the publication it covers. Alongside AASTP-03, participating nations also agree to implement two UN documents named in the same agreement: the UN Recommendations on the Transport of Dangerous Goods - Model Regulations (ST/SG/AC.10/1) and the UN Manual of Tests and Criteria (ST/SG/AC.10/11).
The agreement responds to three stated interoperability requirements: "to specify the minimum standards which are to be observed when determining the classification of military ammunition and explosives for storage and transport purposes," "to reduce the risk of an error in classification which could result in the loss of substantial stocks and possible devastation in the surrounding area," and "to promote confidence in the validity of classification by national authorities, thus obviating the need for duplication of the cost and effort involved in testing." Read plainly, this STANAG exists so that one nation's hazard classification of a munition is trusted by the others, rather than re-tested at every border or depot.

Who ratifies it, and how it takes effect
The mechanism that matters here: a STANAG binds a nation, not a supplier. Nations "are invited to examine their ratification of the STANAG and, if they have not already done so, advise the NSO of their intention regarding its ratification and implementation," and the national response is recorded in the NATO Standardization Documents Database (NSDD). Once ratified, the STANAG "is effective upon receipt for use by the participating nations and NATO bodies," and it "is considered implemented when a nation has issued the necessary orders and instructions, putting the contents of this agreement into effect." A manufacturer meets AASTP-03's classification criteria only where a contract or a tender brings this STANAG or AASTP-03 in by name, not because the STANAG exists on its own.

The STANAG is to be reviewed in accordance with AAP-03, with the result recorded within the NSDD. It names one related document, STANAG 4864 (AOP-4864), on the policy and methods to assess the response of munitions to extreme but credible threats, a separate question from the hazard classification this STANAG covers.
How it's evaluated
No certification exists here, and the document names none. What it describes is a national classification determination, made by each nation's own authority against AASTP-03's criteria, and a ratification, implementation and review cycle run through NATO's own machinery. The interoperability requirement is that one nation's classification is trusted by the others, "thus obviating the need for duplication of the cost and effort involved in testing," which is a mutual-recognition arrangement between national authorities, not an audit against this STANAG by an accredited or notified body.
