What it is

STANAG 4864 is the NATO standardization agreement covering the policy and methods to assess the response of munitions to extreme but credible threats. It is the agreement layer, promulgated 22 June 2026, and it "does not supersede any document" - there is no earlier edition it replaces.

A STANAG is not the specification

A STANAG is the agreement by which NATO nations commit to implement a standard, not the technical specification itself. STANAG 4864's own text is short and administrative: an aim, two interoperability requirements, and the ratification and reporting machinery. The technical content - what "extreme but credible threats" means in practice and how a munition's response to them is assessed - lives in a separate publication, AOP-4864, Edition A, which participating nations "agree to implement the following standard" by naming. Anyone actually running that assessment work needs AOP-4864's own text, not this cover agreement.

What the agreement is for

The stated aim is "to respond to the following interoperability requirements". The first is to define the policy for assessing munitions against extreme but credible threats, built around test work from disciplines the STANAG names as IM and HC that "can be harmonized" rather than repeated separately by each nation. The second is to cut the time and cost of that duplicated effort and build a more complete body of evidence for munition safety decisions. Both are reasons the agreement exists, not a description of the tests themselves - the methods and thresholds are AOP-4864's content, not this STANAG's.

Under "Other Related Documents", the STANAG also names STANAG 4123 (which brings AASTP-03, on hazard classification of military ammunition and explosives, into force) and STANAG 4439 (which brings AOP-39, the policy for introduction and assessment of insensitive munitions, into force). Both sit alongside AOP-4864 as test disciplines this agreement draws on.

Who it binds, and how

STANAG 4864 binds nations, not suppliers. It is effective "upon receipt for use by the participating nations and NATO bodies", and it becomes binding on a given nation through ratification, which NATO records in the NATO Standardization Documents Database (NSDD). Implementation is a separate, further step: the STANAG is considered implemented "when a nation has issued the necessary orders and instructions, putting the contents of this agreement into effect" - a domestic administrative act. Allied nations and NATO bodies are then obliged to report implementation details through NATO's electronic reporting tool; partner nations are only invited to do the same. The agreement names no NATO-wide effective date of its own - its "NATO Effective Date (NED)" field reads "Not applicable" - so there is no blanket start date to point to. A supplier meets STANAG 4864, or AOP-4864 underneath it, only where a contract or tender says so.

How it's evaluated

STANAG 4864 describes no certification scheme and no audit of its own. What it describes is nations reporting their ratification and implementation status for the record - "National responses are recorded in the NATO Standardization Documents Database (NSDD)" - which is government-to-NATO reporting, not a third party auditing a supplier or a product. Whatever assessment actually happens against AOP-4864's own methods, and whatever a contract's quality clause layers on top of it, is a matter for that publication and the contract, not something this STANAG describes.
