What it is
AOP-4864 is the NATO Allied Ordnance Publication that sets the policy for assessing how a munition responds to extreme but credible threats. It covers three separate disciplines that already assess that response on their own terms: Insensitive Munitions (IM), Hazard Classification (HC), and Safety and Suitability for Service (S3). AOP-4864 does not create a new test regime and does not replace any of those disciplines' own requirements. Its job is harmonization: bringing the overlapping tests those three disciplines already run into one coordinated programme, so a single, wider body of evidence can support all three rather than three separate and duplicated ones. The stated goal is to reduce the time and cost that duplication costs, and to give munition-safety decisions a more comprehensive evidence base to work from.
How it binds
AOP-4864 is covered by STANAG 4864: the agreement of nations to use this publication is recorded there, which is how it acquires force. AOP-4864 never speaks to a company through a contract; it speaks to nations and, within them, to the authorities that run HC, IM and S3 assessments - a nation's Competent Authority for Hazard Classification and its National Authority for Insensitive Munitions are both named specifically. A company meets it because a national requirement or a contract clause calls up one of those underlying assessments, not because AOP-4864 applies on its own account.
What still controls the underlying tests
Harmonizing which tests can be combined does not change which document's requirements apply to each discipline. AOP-4864 states plainly that the Hazard Classification requirements of STANAG 4123/AASTP-3 must be followed, the Insensitive Munitions requirements of STANAG 4439/AOP-39 must be followed, and the Safety Drop Test requirements of STANAG 4375/AOP-4375 must be followed. AOP-4864 sits alongside those documents rather than in place of them: it asks HC, IM and S3 authorities to cooperate on a coordinated test strategy as early as practicable, considering the threat environments a munition configuration will meet across its life, the configurations it may be tested in, and how individual tests can be harmonized between disciplines. A cross-reference table in Chapter 2 matches the UN Manual of Tests and Criteria's dangerous-goods classification procedures to their equivalent NATO test-method publications, as a starting point for that coordination. Whether a given test is actually combined is a judgement the Threat Hazard Assessment or the appropriate authority makes, not an automatic step; where authorities do combine a test, AOP-4864 points them to companion Systems Reference Documents - AOP-4864.1 for harmonizing full-scale tests, AOP-4864.2 for conducting and reporting them, and AOP-4864.3 for hazard assessment protocols - for the detail AOP-4864 itself does not carry.
When it applies
The document's own scope statement says the methodology should be applied to all non-nuclear munitions "in the earliest of stages of munition design," which is where harmonizing the IM, HC and S3 test programmes is cheapest. It is equally clear this is not a design-only document: it can be applied at any stage of a munition's life cycle, from manufacture through in-service change to disposal. In practice the trigger is the same one that brings the IM, HC and S3 disciplines into play at all - a national requirement or a contract clause invoking one or more of them - and AOP-4864's own harmonization becomes relevant once more than one of those disciplines' authorities is assessing the same munition.
How it is evaluated
AOP-4864 has no certification, accreditation or evaluation scheme of its own, and nothing in it creates a credential an organisation or its quality system can hold. Evaluation continues to run through whichever discipline applies: a Competent Authority reaches the Hazard Classification determination and a National Authority reaches the Insensitive Munitions determination, each under that discipline's own governing document, using whatever harmonized evidence AOP-4864 helped assemble. AOP-4864 sets no review cycle of its own.

Is AOP-4864 mandatory?
Not on its own. It binds through STANAG 4864, which nations ratify to record their use of it, and it reaches a company only when a national requirement or a contract calls up one of the assessments it harmonizes - Insensitive Munitions, Hazard Classification or Safety and Suitability for Service.
What does AOP-4864 actually change about testing?
