What it is
AOP-4396 is the NATO Allied Ordnance Publication that governs sympathetic reaction testing for munitions: whether an "acceptor" munition reacts, and how severely, when an identical "donor" munition next to it undergoes the worst-case credible reaction it could face. It is one of NATO's insensitive munitions (IM) test procedures. Edition A, Version 2 was promulgated in March 2022, and it takes its force from STANAG 4396: the agreement by which NATO nations commit to using it. A nation ratifies that STANAG and implements the AOP domestically, so whether it applies to a given programme is a question of national implementation and a contract or tender, not something the AOP settles on its own.
Where it sits in IM and hazard classification work
A sympathetic reaction test under this AOP most often supports a munition's insensitive munitions case, evaluated against the policy in AOP-39 and STANAG 4439. The same test can also serve Hazard Classification (HC) work under AASTP-03, where a Hazard Classification and Safety Authority has agreed the test approach with the National Authority in advance. The document is explicit about what it does not cover: it only addresses identical munitions in close proximity, and it does not include procedures for assessing how different types of munitions react to each other in storage, transport or tactical use.
What the test actually depends on
The worst-case configuration is not fixed by the AOP for every munition. It follows from a Threat Hazard Analysis (THA) specific to the item, and the National Authority approves the initiation threat, the donor's layout, and any confinement used in the test. Where the munition is not designed to detonate, the AOP allows initiation with a credible worst-case threat instead, such as the shaped charge jet defined in AOP-4526, rather than the design-mode detonation used for munitions that are designed to detonate. That makes AOP-4396 more a procedural framework than a fixed test: its own structure covers item configuration, the initiation method, documentation, what has to be observed and recorded, and how the result is judged, without stating one configuration that applies to every munition.
What evidence it produces
Run properly, a test under this AOP generates a test directive, a test plan and a test report, all agreed with the National Authority, plus a defined set of observations and records: item identification and configuration, the sequence of events, confirmation the donor reacted as required, and data on the resulting reaction. Where the same test is also used for Hazard Classification, the observations required for that purpose are not optional, and the results have to satisfy the evaluation procedures in AASTP-03 and the UN Manual of Tests and Criteria as well.
Who evaluates it
There is no certification body and no accredited scheme in this document. A National Authority reviews test conduct and compliance throughout, and where the test also serves Hazard Classification, Hazard Classification and Safety Authorities evaluate the results against that framework. AOP-39 separately sets the policy and procedure for evaluating what an IM test shows. That is a national safety and hazard-classification judgement about a specific munition, not an audit against a management system and not a certificate issued to an organisation.

Questions
Is AOP-4396 mandatory?
Only through national implementation. AOP-4396 binds a nation once it has ratified STANAG 4396; it reaches a supplier or test facility once a national safety programme, a contract or a tender invokes it, not automatically.
Does AOP-4396 set a fixed test configuration for every munition?
No. It sets the test procedure and the minimum records it must produce, but the initiation threat, donor layout and confinement for a specific munition come from that munition's own Threat Hazard Analysis and the National Authority's approval, not from a single configuration fixed in the AOP.
Can a company be certified to AOP-4396?
No. The document names no certification scheme. A sympathetic reaction test's evidence feeds a National Authority's insensitive munitions and, where relevant, Hazard Classification judgement about the munition, not a certificate issued to an organisation.
How is AOP-4396 different from a hazard classification test?
The same test can serve both purposes. It primarily produces insensitive munitions evidence evaluated under AOP-39, but where a Hazard Classification and Safety Authority has agreed the test approach in advance, it can also produce evidence evaluated under AASTP-03.
