What the test establishes
AOP-4240 is a NATO Allied Ordnance Publication that specifies the test requirements and procedures used to determine how a munition or weapon system responds when engulfed in a very high rate of heating, of the kind produced by a large hydrocarbon fuel fire. It was promulgated by the NATO Standardization Office in March 2022, on the recommendation of the CNAD Ammunition Safety Group, as Edition A, Version 2, superseding Edition A, Version 1.
The test's aim, in the document's own words at clause 1.3, is "to specify the test requirements and procedures to provide evidence of the response of munitions and weapon systems to the threats represented from a very high rate of heating." That evidence has two uses: it contributes to a munition's Insensitive Munitions (IM) signature under AOP-39, and, where a National Authority and the relevant Hazard Classification and Safety Authorities agree, it can support a hazard-classification decision under AASTP-03 and the UN Manual of Tests and Criteria.
How it acquires force
An Allied Ordnance Publication is not itself the agreement. STANAG 4240 is: it is where participating nations record their commitment to use the procedures this AOP sets out. Clause 1.4 puts it plainly: "Participating nations agree that the requirements and methods incorporated in this AOP will be used for determining the response of munitions and weapon systems" to fast heating, and clause 1.4 further requires that national standards, orders, manuals and instructions implementing the AOP reference STANAG 4240 for identification.
For a company, the agreement between nations is not itself the trigger. This is a test that gets specified because a contract, a tender, or a national requirement calls for fast heating or IM-signature evidence on a particular item, not something a business schedules on its own initiative.
Who is involved
The document names several distinct roles rather than a single "supplier" audience. A test facility builds and calibrates the physical test set-up. A Design or Test Authority sets the test item's configuration. A Project Team agrees the test directive, test plan and test report, and confirms the test is run in accordance with them (clause 2.3). A National Authority directs which test method is used, approves the item's configuration, and signs off any deviation. Where the result is also wanted for hazard classification, Hazard Classification and Safety Authorities have to agree the test, the item configuration and the number of tests needed (clause 2.2).
Three ways to run the same test
Clause 2.2 sets out three test methods, each intended to deliver a comparable heating environment to the test item by a different physical route: a large liquid-fuel pool fire (the original method), an alternative gas-fuelled burner introduced to allow the use of less polluting fuels, and a smaller pool fire scaled for smaller test items. The clause also sets requirements common to all three methods, set-up considerations specific to each, and an added calibration step a facility must complete before relying on the alternative burner method. None of that set-up detail belongs on this page: a test facility works from the AOP itself, not from a summary of it.
What a test produces
The AOP is specific about what a test has to generate as evidence, separate from what that evidence means. Clause 2.3 requires a test directive, test plan and test report, agreed with the National Authority before testing starts, and holds the Project Team responsible for confirming the test was actually run to that agreed directive. Clause 2.4 sets out categories of observation and record a test must capture: the test item's identification and configuration, the test set-up used, a timed record of events from ignition onward, thermal data, the nature of any reaction, photographic and audio-video records, and details of any debris or fragments produced. Some of these are marked optional for Insensitive Munitions purposes; none of the corresponding hazard-classification observations are.
Where the evidence is judged
AOP-4240 stops at producing evidence. What that evidence means for a munition's Insensitive Munitions signature is decided under AOP-39; what it means for a hazard-classification decision is decided under AASTP-03 (clause 2.5). There is no certification here: this AOP does not certify a company, a product or a test facility, and it names no body or scheme that could. A company reading this document is looking at a technical test procedure, not a compliance scheme it can pass or fail on its own account.

STANAG 4240 is the agreement that carries this AOP: it records nations' commitment to use these procedures (clause 1.4). STANAG 4439 is the related NATO agreement on Insensitive Munitions policy that this test's evidence feeds. AOP-39 sets the policy and procedure for evaluating a Fast Heating Test's results for IM purposes (clause 2.5). AASTP-03 does the same for hazard classification, where a test is also used that way. How we help
The work AOP-4240 describes - building and calibrating a test set-up, engulfing an item in a fire, instrumenting it, and recording what happens - is physical work done at a test range under a National Authority's direction. Is AOP-4240 mandatory for our munitions?
Not on its own. AOP-4240 binds through the agreement nations record in STANAG 4240, and reaches a company through a contract, a tender or a national requirement that calls for fast heating or Insensitive Munitions test evidence. Whether it applies to a specific programme is a question for that contract, not for this page.
What is the difference between AOP-4240 and STANAG 4240?

Does passing this test mean a munition is IM certified?

Where a National Authority and the relevant Hazard Classification and Safety Authorities agree to use it that way, a Fast Heating Test under AOP-4240 can also support a hazard-classification decision made under AASTP-03 and the UN Manual of Tests and Criteria. What edition of AOP-4240 is current?
Edition A, Version 2, effective from March 2022. It supersedes Edition A, Version 1, and followed a 2020-2021 NATO working-group review that also introduced an alternative, less polluting test method alongside the original liquid-fuel pool fire test.
