What STANAG 4240 covers
STANAG 4240 is the NATO standardization agreement that gives force to AOP-4240, Edition A, the Allied ordnance publication that gives guidelines on the way an external fire, fast heating, munition test is performed. A STANAG is not itself a technical specification: it is the agreement by which NATO nations commit to implement one, and the test guidance itself sits in the publication it covers.
The agreement responds to a single stated interoperability requirement: "to accept the Allied ordnance publication (AOP)-4240 which gives guidelines on the way an external fire, munition test shall be performed." Once a nation ratifies, "participating nations agree to implement" AOP-4240, Edition A, as the standard.
This is Edition 3, promulgated 20 November 2018. The letter of promulgation records that it supersedes an earlier edition of STANAG 4240.
Who ratifies it, and how it takes effect
The mechanism that matters here: a STANAG binds a nation, not a supplier. Nations "are invited to examine their ratification of the STANAG and, if they have not already done so, advise the NSO of their intention regarding its implementation," and are "requested to provide to the NSO their actual STANAG implementation details." Once ratified, the STANAG "is effective upon receipt and ready to be used by the implementing nations and NATO bodies," and it "is considered implemented when a nation has issued the necessary orders and instructions, putting the contents of this agreement into effect." A manufacturer meets AOP-4240's fast heating test guidelines only where a contract or a tender brings this STANAG or AOP-4240 in by name, not because the STANAG exists on its own.
The custodian of the STANAG is the Netherlands, under the CNAD's AC/326 Ammunition Safety Group, Sub-Group B on Ammunition Systems Design and Assessment.

"This STANAG is to be reviewed at least once every five years," with the result "recorded within the NSDD." Nations and NATO bodies may propose changes at any time through a standardization proposal to the tasking authority, processed during that review.

How it's evaluated
No certification exists here, and the document names none. What it describes is a national ratification, implementation and review cycle run through NATO's own machinery: a nation examines its ratification, advises the NSO of its intention, issues the orders and instructions that put the agreement into effect, and reports that implementation against AAP-03. Whatever assessment applies to a specific fast heating test result is a matter for AOP-4240 itself, which this document does not set out.
