What it is

STANAG 4488 is the NATO Standardization Agreement covering explosives shock sensitivity tests. This is Edition 2, promulgated 27 April 2009, and the CNAD Ammunition Safety Group (AC/326) "considers this an editorial edition of the STANAG; previous ratifying references and implementation details are deemed to be valid" - so a nation that had already ratified the 2002 original carries that ratification forward unchanged.

Agreement and specification in one document

Most STANAGs are short covers that point a nation at a separate Allied Publication, where the technical requirements actually live. STANAG 4488 is not built that way: its own Related Documents field is empty, and the test methods themselves are printed as four annexes to the agreement. Its stated aim is "to establish test procedures which provide information on the shock sensitivity of explosive materials," and participating countries "agree to accept these tests as standard procedures for determining the shock sensitivity of explosive materials, and to use the data exchange formats as provided in the annexes." A shared reporting format is what lets a result produced at one ratifying nation's test facility be read and compared by another's.

The four annexed methods

The substance sits in Annexes A to D, each a complete, self-contained method rather than steps in one procedure: Annex A, the Small Scale Gap Test, which "covers the test procedures to be used for the determination of the small-scale shock sensitivity of explosive materials"; Annex B, the Intermediate Scale Gap Test; Annex C, the Expanded Large Scale Gap Test, which "covers the test procedures to be used for the determination of the expanded large scale shock sensitivity of explosive materials"; and Annex D, the Super Large Scale Gap Test, which "covers the test procedures to be used for the determination of the super large scale shock sensitivity of explosive materials." Each is scaled to a different range of explosive sizes. The agreement is explicit that only one of the four needs to be run for a given purpose: "for the determination of the shock sensitivity of an explosive for Qualification, only one test is required from the four annexes." Which one applies, and the detail of how each is run, is the working content of the method itself; this page names what each annex covers and does not go further.

Who it binds, and how

STANAG 4488 binds nations, not suppliers. A nation is bound by ratifying it, and the agreement "is considered implemented by a nation when that nation has issued the necessary orders/instructions putting the contents of this agreement into effect." Its own action clause is headed "ACTION BY NATIONAL STAFFS," and "ratifying nations have agreed that national orders, manuals and instructions implementing this STANAG will include a reference to the STANAG number for purposes of identification." A nation may not depart from it without lodging a reservation: "no departure may be made from the agreement without informing the tasking authority in the form of a reservation." None of this reaches a supplier directly - a company meets STANAG 4488 only where a contract, a tender, or a national Qualification requirement calls for data produced under it.

How it's evaluated

STANAG 4488 describes no certification or audit scheme of its own, and nobody is "STANAG 4488 certified." What it produces is comparable test data. That data has a further use the agreement names directly, tying it to Qualification, but Qualification is a separate process for the explosive material itself, run by a National Authority under a different agreement, STANAG 4170 - not a certificate an organisation can hold. Annex A also allows data from an equivalent test to stand in for one of the four, "as long as the test results are provided on a comparison explosive as defined in STANAG 4170", which is the only other standard STANAG 4488 names.

Is STANAG 4488 mandatory?

Only where a nation has ratified and implemented it, and even then it reaches a supplier only where a contract, tender or national requirement invokes it. The STANAG binds nations - it "is considered implemented by a nation when that nation has issued the necessary orders/instructions putting the contents of this agreement into effect" - and sets no obligation reaching a company directly.

Does STANAG 4488 point to a separate Allied Publication, or does it carry the test methods itself?

STANAG 4170 governs Qualification, the separate process by which a National Authority judges whether an explosive material is safe and suitable for a given military role; STANAG 4488 cites it only for the definition of a comparison explosive used when substituting one test's data for another's.

Can a company be certified to STANAG 4488?
