What it is
STANAG 4518 is the NATO Standardization Agreement covering safe disposal of munitions, design principles and requirements, and safety assessment. This is Edition 2, promulgated 24 May 2018, superseding Edition 1.
A STANAG is not the specification
A STANAG is the agreement by which NATO nations commit to implement a standard, not the technical specification itself. STANAG 4518's own text is short and administrative: an aim, an interoperability requirement, and the ratification, implementation and reporting machinery. The actual design principles, requirements and safety-assessment content sit in a separate publication, AOP-4518 Edition A, which the STANAG names as the standard participating nations "agree to implement". Anyone actually designing a munition or carrying out its safety assessment needs AOP-4518's own text, not this cover agreement.
What it commits nations to
Participating nations "agree to comply with the following standard, AOP-4518, when designing and modifying munitions". The agreement names its own scope precisely: it applies to "new developments; existing stores subject to major modification, rework, change, or addition of any hazardous component; replenishment purchases, and existing stores being used in a new role." Separately, nations "agree to procure for military use by NATO Forces munitions purchased off the shelf which have been designed, or will be modified, to comply with AOP-4518" - so an off-the-shelf purchase sits under the same commitment as a new design.
Who it binds, and how
STANAG 4518 binds nations, not suppliers. It becomes binding on a given nation through ratification, which NATO records in the NATO Standardization Document Database (NSDD): the Letter of Promulgation states the agreement "has been ratified by member nations, as reflected in the NATO Standardization Document Database (NSDD)". Once ratified, the STANAG "is effective upon receipt and ready to be used by the implementing nations and NATO bodies"; partner nations, who are not party to ratification, are instead "invited to adopt" it. Implementation is a separate, further step: a nation is considered to have implemented the STANAG "when that nation has issued instructions that all future munitions developed or procured for its forces will be designed to comply with this agreement". Nations are invited to report their effective implementation "using the form in Annex H to AAP-03(J)"; partner nations are likewise invited to report their adoption on "the form in Annex G to AAP-03(J)". A supplier meets STANAG 4518, or the AOP-4518 requirements it covers, only where a nation's implementation or a contract says so - the document sets no obligation reaching a supplier directly.
How it's evaluated
STANAG 4518 describes no certification scheme and no audit. What it describes is nations reporting their ratification and implementation status to NATO for the record, and reporting on the forms carried in AAP-03's annexes; nobody is "STANAG 4518 certified", and the document never uses that language. Where a supplier's design or modification work does get checked against AOP-4518 in practice, the assessor and the evidence required are set by the contract's own quality clause, not by this STANAG.

STANAG 4518 covers AOP-4518, the Allied publication that carries the actual design principles, requirements and safety-assessment content. Its "Other Related Documents" also list STANAG 4629 (safety and suitability for service assessment testing of non-nuclear munitions) and STANAG 4440 (NATO guidelines for the storage of military ammunition and explosives), both of which inform rather than bind through this agreement. Reporting on this STANAG's implementation and adoption uses forms carried in AAP-03, which is also the publication its review runs in line with.

On its own terms the STANAG "is effective upon receipt" for a nation that has ratified it, but that effective date runs between NATO and the nation, not to a supplier directly.
