What ANEP-94 governs
ANEP-94 is a NATO Allied Naval Engineering Publication (its own cover also carries the designation Allied Maritime Environmental Protection Publication) that fixes the physical deck connection a NATO Navy ship uses to discharge sewage and oily water to a shore facility or auxiliary craft. Nations record their agreement to use it in STANAG 4167; ANEP-94 itself supplies the technical detail. It does not reach into a ship's own waste handling systems, which it says are "driven by national laws and regulations" - it standardises only the fitting at the point a hose from the shore joins the ship.
Two connections, two options each
Every ship fitted with a sewage handling system needs a deck connection compatible with either the International Maritime Organization's own sewage flanged fitting (Annex A) or a NATO quick-disconnect sewage coupling "adaptable to the IMO sewage fitting flange" (Annex B). A NATO port with sewage reception facilities carries the mirror obligation, supplying hoses fitted with both connector types. The same structure applies to oily water, defined in the document's own footnote as "any oily waste from bilges or from oil water separator discharges": a deck connection compatible with the IMO oily water flanged fitting (Annex C) or the NATO quick-disconnect oily water coupling (Annex D), again with a matching obligation on ports.
The four annexes
Annex A sets the IMO sewage flange: a bolted, gasketed fitting with an inside diameter "as required, but not exceeding 100mm", on 4 slots equidistant on the bolt circle with 16mm bolts and nuts. Annex B sets the NATO sewage coupling: a nominal 4 inch (100mm) quick-disconnect cam-locking fitting whose male and female halves must be "dimensionally compatible", manufactured to Commercial Item Description A-A-59326 "except that non-mating dimensions, threads, hose shank diameters, and flanges can be specified for local requirements" - the critical mating surfaces are fixed, the rest is not. It is built in specified copper alloys or an equivalent material, rated to a hydrostatic test pressure of 300 psi (20 bar) and a working pressure of 150 psi (10 bar), with tolerances of ±0.02 inch on two-place dimensions and ±0.05 inch on three-place ones. Annex C is the equivalent IMO flange for oily water, sized larger: inside diameter "as required, but not exceeding 125mm", on 6 slots with 20mm bolts and nuts. Annex D is the equivalent NATO coupling, nominal 2-1/2 inch (65mm), built to the same material, pressure and tolerance figures as the sewage coupling.
Reservations by nation
STANAG 4167's ratification carries recorded national reservations against ANEP-94, which is a useful reminder that a STANAG binds a nation on the terms that nation actually ratifies, not by existing. Poland applies the provisions "to newly procured ships" rather than the existing fleet. The Netherlands records that STANAG 4167 and ANEP-94 "will be implemented in all new ships" but "will not be implemented on the current fleet", and excludes the Annex B and D couplings from its submarines entirely. France's reservation excludes nearly everything the publication describes, retaining only single figures in Annexes A and C, with the Annex B and D NATO couplings excluded outright. Greece has left the installation date for its own shore-based installations to be set later. None of this tells a reader outside those national programmes what applies to them; what a specific contract or national programme requires is the question that actually matters.
What it does not cover
ANEP-94 sets no rule for how long a fitting must be retained, no inspection or audit cycle, and no discharge limit or treatment standard - those questions it leaves to "national laws and regulations". It names no certification body, notified body or audit scheme either: the tolerances, materials and test pressures above are engineering pass or fail marks, checked by whoever manufactures or accepts the fitting under CID A-A-59326 or a national procurement process, not through a NATO assessment.

Questions
Is ANEP-94 mandatory?
Not by itself. Nations commit to it by ratifying STANAG 4167, and several have done so with reservations: Poland applies it to newly procured ships only, and the Netherlands excludes its existing fleet and its submarines. Whether a given ship or port has to use these connections comes down to what the relevant contract or national programme requires, not the existence of the publication.
What is the difference between ANEP-94 and STANAG 4167?
STANAG 4167 is the agreement: the record of nations agreeing to use the NATO pollutant discharge connections. ANEP-94 is the Allied Publication that actually contains the fitting types, dimensions, materials and test pressures.
Does meeting ANEP-94 mean a ship meets MARPOL or another discharge regulation?
ANEP-94 does not say so, and it does not cover that ground. It standardises the physical fitting used to connect a ship to a shore hose; what a ship's waste system must do internally, and what may actually be discharged, is left to "national laws and regulations".
Can ComplyTrain get us ANEP-94 certified?
