STANAG 2048 deployment pest and vector surveillance and control

What it is

STANAG 2048 is the NATO Standardization Agreement covering deployment pest and vector surveillance and control. This is Edition 5, promulgated 18 March 2014, superseding "STANAG 2048, Edition 4, dated 30 June 2006".

A STANAG is not the specification

A STANAG is the agreement by which NATO nations commit to implement a standard, not the technical specification itself. STANAG 2048's own text is short and administrative: an aim, a single-sentence agreement, and the ratification, implementation and review machinery. The actual surveillance and control content sits in a separate publication, AMedP-4.2, Edition A, which this STANAG names as the standard participating nations "agree to implement". What it commits nations to

The stated interoperability requirement is "to provide basic information and standards on using pesticides to control disease vectors and pests during field situations worldwide". Beyond that framing sentence, this STANAG names no other related document: "OTHER RELATED DOCUMENTS" is answered with a single word, "None." As with any STANAG, ratification and implementation are separate, tracked steps, and a nation can ratify with reservations recorded alongside its decision.

Who it binds, and how

STANAG 2048 binds nations, not suppliers. It is "effective upon receipt and ready to be used by the implementing nations and NATO bodies", and it becomes binding on a given nation through ratification, which NATO records in the NATO Standardization Document Database (NSDD). Implementation is a further, distinct step: this STANAG and AMedP-4.2 "are implemented when a nation has issued the necessary orders or instructions to authorities and units concerned." Once implemented, nations report using the form in Annex H to AAP-03(J); partner nations, who are separately "invited to adopt this STANAG", report adoption using Annex G to the same publication. A supplier meets STANAG 2048, or the AMedP-4.2 requirements it covers, only where a contract or a national instruction says so - the document itself sets no obligation reaching a supplier directly.

Review

This STANAG "is to be reviewed at least once every three years", with the result "recorded within the NSDD." Nations and NATO bodies may propose changes at any time through a standardization proposal to the tasking authority, processed during that review. No fixed review date is printed in this edition.

How it's evaluated

STANAG 2048 describes no certification scheme and no audit. What it describes is nations reporting their ratification and implementation status to NATO for the record, recorded in the NATO Standardization Document Database. Nobody is "STANAG 2048 certified", and the document never uses that language. Where a nation's own field activity does get checked in practice, the assessor and the evidence required are set by that nation's own orders and instructions, or by a contract's quality clause where a supplier is involved - not by this STANAG.
