STANAG 4246 is the classified NATO agreement on HAVE QUICK, the frequency-hopping UHF system for ground-air-ground radio. This page describes it from a public NATO publication that summarises it.

This STANAG is classified NATO SECRET. Access is granted by your national authority on a need-to-know basis, and the authority that grants it also decides how you may store and handle the document.
What it is
STANAG 4246 is the NATO Standardization Agreement on HAVE QUICK UHF secure and jam-resistant communications equipment. Edition 3 was promulgated in March 2009. NATO classifies it NATO SECRET, so its text is not public and this page does not describe its contents beyond what a public NATO publication says.
That publication is AEP-4845, NATO's publication on soldier and communication-system interoperability, which lists STANAG 4246 among line-of-sight voice and data communications and describes it in one paragraph: "HAVE QUICK (also HAVEQUICK, or HQ) is an ECM resistant / frequency-hopping system used to protect Ground-Air-Ground radio communications." It adds that "HQ WF adopts a VINSON COMSEC solution" and that "It will be included and superseded by the next version of SATURN WF."
AEP-4845 gives the waveform's characteristics as a frequency band of 225-400 MHz with 25 kHz bandwidth, AM modulation, a ground-air-ground operating scenario and security up to NATO Secret. SATURN, the successor it names, is covered by STANAG 4372.
