NATO has not released this STANAG publicly. It is NATO UNCLASSIFIED, and organisations that need it obtain it through their national standardization authority.
What it is
STANAG 4406 is the NATO Standardization Agreement on the Military Message Handling System (MMHS). Edition 2 was promulgated on 26 October 2006, sponsored by DPC, DPC, CaP1, DC2S CaT. NATO has not released STANAG 4406 publicly, so this page describes it from public NATO publications that cite it.
Where it is cited
AJP-6 cites STANAG 4406 for the command and control of naval forces. It notes that satellite links may be jammed, or that naval forces may be operating in a denied, disrupted, intermittent and limited (bandwidth) environment, and says that C2 "can be exercised using the formal messaging format established in ACP-127 and STANAG 4406 Annex E which is able to effectively work with reduced bit rate". AJP-6 adds that the procedures can be automatic or manual according to ACP-121.
ADatP-4774, whose appendix defines the syntax of the Confidentiality Metadata Label, lists STANAG 4406 Edition 2 among its references. Its privacy mark takes the single value CLEAR, which "is defined to support the Clear Service specified in STANAG 4406 Ed. 2". ADatP-4774 states that the privacy mark is used for information only and not to make an access control decision.
AEP-4754, discussing external data communications for NGVA vehicles, names STANAG 4406 MMHS, alongside the Multilateral Interoperability Program and MIL-STD-6017 Variable Message Format, as examples of today's standard C4I data. It notes that gateways between vehicles or to dismounted soldiers could use higher data throughput solutions that might differ from that data.
