What it is
STANAG 4434 is a NATO Standardization Agreement, currently Edition 2, PROMULGATED. It is not a technical specification. It is the agreement by which NATO nations commit to ratify and implement AEPP-02, Edition B, the Allied Publication that sets out how materiel susceptible to damage from electrostatic discharge is packaged and handled. The packaging and handling detail that a reader usually wants lives inside AEPP-02 itself, not inside this five-page cover. Read on its own, STANAG 4434 requires almost nothing of a supplier directly. Its obligations run to nations, and it reaches a contractor only indirectly, once a nation has implemented it and a contract or tender names AEPP-02.
Who it binds, and how
STANAG 4434 is explicit that it binds nations rather than organisations. Its letter of promulgation describes the enclosed agreement as one "which has been ratified by member nations, as reflected in the NATO Standardization Documents Database (NSDD), is promulgated herewith." Ratification and implementation are separate steps, and the document invites nations that have not yet decided to "advise the NSO of their intention regarding its ratification and implementation." So "is STANAG 4434 mandatory" has no single answer: it depends on whether a given nation has ratified and implemented it, and, for a supplier, on whether a specific contract invokes AEPP-02 as a result.
What the agreement actually commits nations to
The stated aim is to respond to an interoperability requirement: ensuring that materiel susceptible to electrostatic discharge is appropriately packaged and handled, as per AEPP-02, "will contribute to increase the reliability to function of the materiel when required." Under "Agreement," participating nations agree to implement the following standard: AEPP-02, Edition B. "Other related documents" is stated as "None." None of this is written as a duty on a supplier; it is a duty on the nation.
A cover agreement, not the packaging specification
A reader who only has STANAG 4434 in hand does not yet have anything to pack or handle materiel against. The actual packaging and handling requirements are in AEPP-02. This edition supersedes STANAG 4434, Edition 1, dated 22 March 2007.
Reporting and review
Nations report ratification and implementation through NATO's electronic reporting tool, with responses recorded in the NATO Standardization Documents Database (NSDD); partner nations are separately invited to provide their own implementation details. The "NATO Effective Date (NED)" field reads "Not applicable" - there is no single alliance-wide date, only receipt by each nation once ratified. The STANAG itself "is to be reviewed in accordance with AAP-03," with the result recorded in the NSDD. The agreement is supervised by the CNAD Life Cycle Management Group (AC/327 LCMG, Working Group 6).
What it does not cover
STANAG 4434 names no packaging material, handling procedure or test - that detail sits entirely in AEPP-02. It also names no assessment or certification scheme of its own: the only stated check is that the STANAG itself is reviewed periodically, not that an organisation or a shipment is certified. One point worth knowing: AEPP-02 "has been updated to align with civilian standards, predominantly the IEC 61340 series, as far as possible," so an organisation already working to IEC 61340 for electrostatic discharge control is not starting from nothing.

Is STANAG 4434 mandatory?
Not on its own. A STANAG binds a nation once that nation has ratified and implemented it, and it reaches a supplier only when a contract or tender names AEPP-02. Whether it applies to a given programme is a question for the contract, not for this page.
What is the difference between STANAG 4434 and AEPP-02?
