What it is
STANAG 4491 is the NATO agreement titled energetic materials, thermal sensitiveness and explosiveness tests, covering the publication AOP-4491 edition A. Edition 3 was promulgated in March 2022, sponsored by NATO's CNAD, AC/326 CASG, SG/A, EMT. NATO has not released STANAG 4491 publicly, so this page describes it from AOP-7 Edition 2 (AOP-07), a declassified NATO publication that cites it.
Where it is cited
AOP-07's reference list names STANAG 4491 as "Explosives, Thermal Sensitivitness and Explosiveness Test(s)", next to STANAG 4515 on thermal characterisation by differential thermal analysis, differential scanning calorimetry and thermogravimetric analysis. The hazard assessment sections of AOP-07, which cover explosives, boosters made with polymeric binders and gun and rocket propellants, each ask for data on the material's sensitiveness to credible stimuli, and call for data acquired under STANAG 4491 on two properties: ignition temperature, and the explosive response when ignited, confined and unconfined. One section states the ignition temperature requirement as: "Data acquired in accordance with STANAG 4491 or 4515 as appropriate shall be provided." The explosive response when ignited is tied to STANAG 4491 alone. The same sections list other stimuli against other agreements, such as impact under STANAG 4489 and shock under STANAG 4488, and most also list electrostatic discharge under STANAG 4490 and friction under STANAG 4487, so STANAG 4491 supplies one part of the sensitiveness data AOP-07 asks for.
