What it is
STANAG 4539 is the NATO agreement setting technical standards for non-hopping HF communications waveforms, covering the publication AComP-4539 edition A. Edition 2 was promulgated on 22 February 2019, sponsored by DPC, DPC, CaP1, BLOS CaT. NATO has not released STANAG 4539 publicly, so this page describes it from AEP-4845, a public NATO publication that cites it.
Where it is cited
AEP-4845 lists STANAG 4539 among a set of STANAGs and military standards that it calls "the de-facto standard in HF transmission", and says these HF Home waveforms "support voice and low data-rate services". It gives STANAG 4539's own entry as "HF Modem WF provides various Single Tone PSK/QAM Modulations up to 12.8 kbps", alongside STANAG 4285, the other HF modem waveform in the same list, whose entry reads "PSK Modulations up to 3.6kbps". It also lists STANAG 4539 in Table 2-6, its NTV-1 Electronics Technical Standards Profile 15 Edition A, among beyond-line-of-sight HF communications, together with MIL-STD-188-141C, STANAG 4538 and STANAG 5066, the link-establishment and data-link standards it names alongside it.
