What STANAG 4674 covers
STANAG 4674 is the NATO standardization agreement that gives force to AOP-4674, Edition A, the Allied publication on non-intrusive methods for measuring the burning rate of solid rocket propellants. A STANAG is not itself a technical specification: it is the agreement by which NATO nations commit to implement one, and the actual measurement methods sit in the Allied Publication it covers. This STANAG responds to an interoperability requirement stated plainly in the document: "to ensure that solid rocket propellants used in munitions used by NATO forces meet the requirements of performance and safety necessary to guarantee the interoperability of these munitions." Read plainly, that means the STANAG exists so that propellant burning rate, which drives a rocket motor's thrust and timing, can be measured the same way across NATO nations, supporting the safety and interoperability of the munitions it goes into, not so that a propellant is designed or bought to a single national test method.
The document names the life cycle this touches: "design, manufacture, suitability for service, packaging, storage, transportation, and disposal." It also names two related documents without making either a precondition: STANAG 4672, which covers tests for measuring burning rate with subscale motors (AOP-57), and STANAG 4673, which covers methods for analyzing the resulting data (AOP-58). STANAG 4674 and AOP-4674 sit alongside those, addressing non-intrusive measurement specifically.
This is Edition 1, promulgated 25 May 2018. The document states plainly that "this STANAG does not supersede any document."
Who ratifies it, and how it takes effect
The mechanism that matters here: a STANAG binds a nation, not a supplier. Nations "are invited to examine their ratification of the STANAG and, if they have not already done so, advise the NSO of their intention regarding its implementation," and "the national decisions regarding the ratification and implementation of this STANAG are provided to the NSO," with the responses recorded in the NATO Standardization Document Database (NSDD). Once ratified, "this STANAG is implemented when a nation has issued the necessary orders or instructions to the relevant authorities putting the procedures detailed in this agreement into effect." A test house or a propellant manufacturer meets AOP-4674 only where a contract or a tender brings it in by name, not because the STANAG exists on its own.
The document also sets out an exchange obligation between ratifying nations: "data developed in accordance with this STANAG and related AP(s) shall be made available to other NATO nations participating in a collaborative weapon development or procurement programme upon receipt of a request submitted through appropriate national channels."
Reporting and review
Nations report their effective implementation "using the form in Annex H to AAP-03(J)"; partner nations report their adoption of the STANAG the same way, "using the form in Annex G to AAP-03(J)." The STANAG "is to be reviewed at least once every three years," with the result "recorded within the NSDD," and nations or NATO bodies may propose changes at any time through a standardization proposal to the tasking authority.
How it's evaluated
No certification exists here, and the document names none. What it describes is a national ratification, implementation and review cycle run through NATO's own machinery, not an audit against this STANAG as such. Whether a non-intrusive burning-rate measurement method meets AOP-4674's own technical procedures is what a nation's technical authority, and any customer's quality or contract clause, actually assess.
