STANAG 4681 is the NATO agreement on the integrated waveform (IW) for interoperable UHF SATCOM terminals. NATO has not released it publicly; this page describes it from AEP-4845, a public NATO publication that cites it.

NATO has not released this STANAG publicly. It is NATO UNCLASSIFIED, and organisations that need it obtain it through their national standardization authority.
What it is
STANAG 4681 is the NATO agreement on interoperability between ultra high frequency satellite communications (UHF SATCOM) terminals, integrated waveform (IW). It covers the publication AComP-4681 edition A. Edition 2 was promulgated in July 2022 under DPC, DPC, CaP1, SATCOM CaT. NATO has not released STANAG 4681 publicly, so this page describes it from AEP-4845, a public NATO publication that cites it.
AEP-4845 discusses the integrated waveform in Volume VI, under the heading SATCOM IW. It states that "IW standards are defined from the following MIL-STD-188-181C/182B/183B series." Of the STANAG itself it says: "The IW waveform is in the process to be ratified as a STANAG specification (STANAG 4681)." As a reference performance figure, it gives that "a single satellite channel could be configured to provide up to twenty voice communication or three 16kbps data logical channels."
Of UHF SATCOM in general, AEP-4845 says: "UHF SATCOM communications enable users to conduct secure communications under all weather conditions and cover, with usage of portable terminals suitable for DSS (with portable umbrella antenna)." It then notes a limitation of the terminals in use: "Current DAMA and IW terminal solutions implies that specific US HW components must be used, unless currently restricted information was provided." As the alternative, it points to STANAG 4681: "A more open and interoperable TACSAT-IW based (STANAG 4681) solution should be instead available and fully SW implementable, without any restriction."
