What STANAG 4698 covers

STANAG 4698 is the NATO standardization agreement that registers national acceptance of four Allied Engineering Publications: AEP-59, AEP-60, AEP-61 and AEP-63. A STANAG is not itself a technical specification: it is the agreement by which NATO nations commit to implement one, and the actual paint performance requirements sit in the Allied Publications it covers. The agreement's stated aim is "to register national acceptance of the series of Allied Engineering Publications (AEP) listed in the Annex A, for the selection and application of protective paint systems based on performance requirements." The document explains why the AEPs exist: it says they "promote a world wide market adapted to naval requirements and improve the quality and durability of the coatings," and that an additional intention "is to reinforce the need for new products following changes in regulations concerning Health/Safety and Environment."

This is Edition 1, promulgated 5 August 2010. The document names no prior edition it supersedes and no related documents beyond the four AEPs in its Annex.

Who ratifies it, and how it takes effect

The mechanism that matters here: a STANAG binds a nation, not a paint manufacturer or a shipyard. Participating nations "agree to consider this STANAG as a basis for the evaluation of protective paint systems and their application according to the performance requirements defined in the AEPs listed in the Annex." The agreement "is considered implemented when a nation has issued the necessary orders and instructions putting the contents of this agreement into effect." The document also notes that "ratifying nations have agreed that national orders, manuals and instructions implementing this STANAG will include a reference to the STANAG number for purposes of identification." A coating manufacturer or a naval shipyard meets the AEPs, or this STANAG, only where a contract or a tender brings them in by name, not because the agreement exists on its own.

Reservations and reporting

"No departure may be made from the agreement without informing the tasking authority in the form of a reservation," and nations may propose changes at any time to the tasking authority, processed the same way as the original agreement. "National staffs are requested to examine their ratification status of the STANAG and, if they have not already done so, advise the Defence Investment Division, IS, through their national delegation as appropriate of their intention regarding its ratification and implementation." Ratification, implementation and reservation details are handled through the NATO Standardization Agency and recorded in the NATO Standardization Document Database (NSDD).

What it does not cover

The document in front of us is the agreement, not the technical publications. It sets out no paint chemistry, no test method and no acceptance figure of its own: those live in AEP-59, AEP-60, AEP-61 and AEP-63, which respectively cover the application process, exterior topsides coatings, underwater hull paint systems and non-skid coating systems. The STANAG names "Related documents: None" beyond the four AEPs in its Annex.

How it's evaluated

No certification exists here, and the document names none. What it describes is a national ratification, implementation and reservation cycle run through NATO's own machinery, not an audit against this STANAG as such. Whatever assessment a protective paint system or its application actually faces would run against the four AEPs' own test methods and acceptance criteria, and a national programme's or customer's quality clause, not against this cover agreement.

Is STANAG 4698 mandatory?

Not in general. It binds a nation once that nation ratifies it, and it reaches a coating manufacturer or a shipyard through a contract or a tender that names one of the four AEPs or this STANAG, not by existing on its own. Whether it applies to a given programme is set by the tasking or contract in front of you.

What is the difference between STANAG 4698 and the AEPs it covers?

STANAG 4698 is the agreement: the letter of promulgation, the ratification record, and the reservation and reporting machinery. AEP-59, AEP-60, AEP-61 and AEP-63 are the publications themselves, where the actual paint performance requirements live. The STANAG is the cover; the AEPs are the content.
