What it is
STANAG 4719 is the NATO agreement titled Energetic materials, specification for TEGDN (triethylene glycol dinitrate). Edition 1 was promulgated in November 2016, sponsored by CNAD, AC/326 CASG, SG/A, EMT, and it covers the publication AOP-4719, edition A.
NATO has not released STANAG 4719 or AOP-4719 publicly. This page describes it from a public national implementation, the Czech defence standard ČOS 137610, which the Czech defence standards index lists as implementing both STANAG 4700 (for GUDN) and STANAG 4719 (for TEGDN) together.
What the Czech implementation covers
The Czech index entry describes ČOS 137610 as setting out quality requirements for the explosives guanylurea-dinitramide (GUDN, the subject of STANAG 4700) and triethylene glycol dinitrate (TEGDN, the subject of STANAG 4719), intended for deliveries between NATO member states, and as giving uniform test methods for evaluating their quality. The Czech title places it in a national series on raw materials for the production of military explosives, as part VI. The index entry does not separate the requirements for the two explosives and gives no requirement values, so this is all the public record says about TEGDN, not an account of STANAG 4719's own text.

Two NATO publications list STANAG 4719, Ed 1, among the specifications for individual energetic materials, next to STANAG 4700 for GUDN: AOP-4682, where the list precedes a summary of the test methods applied to the different ingredients, and STANAG 4682.
