What it is

What STANAG 4757 covers

STANAG 4757 is the NATO standardization agreement that brings AAS3P-10 into force, now in Edition B, the Allied Publication covering safety and suitability for service (S3) assessment testing for shoulder launched munitions. A STANAG is not itself a technical specification: it is the agreement by which NATO nations commit to implement one, and the actual assessment testing content sits in the Allied Publication it covers. The STANAG's own stated aim is "to respond to the following interoperability requirements," and the requirement it names is "to conduct planning and implementation of S3 assessment testing of shoulder launched munitions to enable appropriate evidence to be collected covering the entire life cycle," with the safety test programme meant to demonstrate that the munition will be "safe for use." Read plainly, that means the STANAG exists so NATO nations test and assess shoulder launched munitions for safety and suitability for service on a shared enough basis across the life cycle, not to set out the test methods themselves.

This is Edition 1 (AAS3P-10, Edition B), promulgated 25 May 2018. The document states plainly that it "does not supersede any document."

Who ratifies it, and how it takes effect

The mechanism that matters here: a STANAG binds a nation, not a supplier. Nations "are invited to examine their ratification of the STANAG and, if they have not already done so, advise the NSO of their intention regarding its implementation," and are separately "requested to provide to the NSO their actual STANAG implementation details," recorded in the NATO Standardization Document Database (NSDD). "This STANAG is effective upon receipt and ready to be used by the implementing nations and NATO bodies," and partner nations "are invited to adopt this STANAG" as a separate step. A supplier meets AAS3P-10 only where a contract or a tasking brings it in by reference, not because the STANAG exists.

What ratifying nations agree to do

Ratifying nations agree to follow the guidance given in AAS3P-10(B) "when defining the safety and suitability for service assessment testing for shoulder launched munitions." They also agree to provide on demand the relevant safety and reliability information indicated in AAS3P-10(B) "when transferring munitions to other NATO nations," so a nation receiving munitions from an ally has the safety and reliability evidence behind them. Reporting is split by two named forms rather than one shared procedure: nations "are invited to report on their effective implementation of the STANAG using the form in Annex H to AAP-03(J)," while partner nations "are invited to report on the adoption of the STANAG using the form in Annex G to AAP-03(J)."

How it's reviewed

This STANAG "is to be reviewed at least once every three years," with the result "recorded within the NSDD." Nations and NATO bodies "may propose changes, at any time, through a standardization proposal to the tasking authority," rather than waiting for the fixed review point. That is a standardization review, run by NATO's own machinery, not a certification: the document names no accredited body, no notified body, and no audit against it as such. The safety test programme AAS3P-10 defines is built to produce evidence about the munition itself, not to accredit the organisation that built or tested it.

Is STANAG 4757 mandatory?

Not in general. It binds a nation once that nation ratifies it, and it reaches a supplier only where a contract or a tender names AAS3P-10 or this STANAG. Whether it applies to a given programme is set by the tasking or contract in front of you, not by the STANAG alone.

What is the difference between STANAG 4757 and AAS3P-10?

STANAG 4757 is the agreement: the letter of promulgation, the ratification record, and the reporting and review machinery. AAS3P-10, Edition B is the actual specification for safety and suitability for service (S3) assessment testing of shoulder launched munitions that the STANAG brings into force.
