What it is
An agreement, not a test method
STANAG 4761 is the NATO standardization agreement by which participating nations commit to using AAS3P-20, Edition B, the Allied publication that actually sets out how to plan and run safety and suitability for service (S3) assessment testing of large calibre ammunition greater than 40 mm. The STANAG itself is short: a letter of promulgation, a stated aim, a single clause naming the standard it brings into force, and the ratification and review machinery around it. What an organisation tests against sits in AAS3P-20, a separate publication covered elsewhere in this catalogue, not in this document.
Where the calibre boundary comes from
The scope this agreement covers is ammunition greater than 40 mm: that is the line NATO drew when it decided this STANAG, rather than the related STANAG 4629 for non-nuclear munitions generally, applies. What ratifying nations commit to
A STANAG binds nations, not companies. Ratifying nations agree to follow the guidance given in AAS3P-20, Edition B, when defining the safety and suitability for service assessment testing of large calibre ammunition greater than 40 mm, and separately agree to provide on demand the relevant safety and reliability information indicated in AAS3P-20, Edition B, when transferring munitions to other NATO nations. A nation can ratify with reservations and implement on its own timetable, so there is no general answer to whether this STANAG is mandatory - only a contractual one.
What the testing is for
The agreement exists so nations can plan and carry out S3 assessment testing and collect evidence across the life of the munition, in order to demonstrate it will be safe for use, as that term is defined in the related AAS3P-01 standard. The document frames this as a question of risk: the acceptability of a safety level rests on the likelihood of a hazardous condition, the likelihood of a resulting mishap, and the severity of its consequences for personnel, materiel and the environment. It describes its own audience as programme managers and service personnel who need basic guidance on planning an S3 programme, once the munition is in NATO service.

The STANAG is reviewed in accordance with AAP-03, NATO's own standardization procedures publication, with the result recorded in the NSDD. It is supervised by the Conference of National Armaments Directors' Ammunition Safety Group (AC/326), Sub-Group B on Ammunition Systems Design and Assessment.
What it does not cover
Nothing here names a certification body, a notified body or an accredited scheme, and none should be read into it. What the document describes is nations testing and reporting on ammunition through their own national processes. Any resulting safety determination attaches to the munition itself, not to a company holding a certificate.

Is STANAG 4761 mandatory?
