What STANAG 4762 covers

STANAG 4762 is the NATO standardization agreement that brings AAS3P-21 into force, Edition A, the Allied Publication covering safety and suitability for service (S3) assessment testing of medium calibre ammunition from 20 mm to 40 mm. A STANAG is not itself a technical specification: it is the agreement by which NATO nations commit to implement one, and the actual assessment testing content sits in the Allied Publication it covers. The STANAG's own stated purpose is "to enable nations to conduct planning and implementation of S3 assessment testing of medium calibre ammunition from 20 mm to 40 mm to enable appropriate evidence to be collected covering the entire life cycle," so that the safety test programme can provide data to demonstrate the munition will be "safe for use." Read plainly, that means the STANAG exists so NATO nations test and assess medium calibre ammunition for safety and suitability for service on a shared enough basis, not to set out the test methods themselves.

Who ratifies it, and how it takes effect

The mechanism that matters here: a STANAG binds a nation, not a supplier. Nations "are invited to examine their ratification of the STANAG and, if they have not already done so, advise the NSO of their intention regarding its ratification and implementation." "This STANAG is effective upon receipt for use by the participating nations and NATO bodies," and once implemented, "Allies shall provide implementation details through the electronic reporting tool." A supplier meets AAS3P-21 only where a contract or a tasking brings it in by reference, not because the STANAG exists.

What ratifying nations agree to do

Ratifying nations agree to "follow the guidance given in AAS3P-21, Edition A, when defining the safety and suitability for service assessment testing of medium calibre ammunition from 20 mm to 40 mm." They also agree to share the relevant safety and reliability information for the ammunition on demand when transferring munitions to other NATO nations, so a nation receiving munitions from an ally has the safety and reliability evidence behind them. "Allies and NATO bodies shall provide implementation details through the electronic reporting tool (e-Reporting)," and "partner nations are invited to provide their implementation details through the electronic reporting tool (e-Reporting)" the same way.

How it's reviewed

"This STANAG is to be reviewed in accordance with AAP-03. The result of the review is to be recorded within the NSDD." That is a standardization review, run by NATO's own machinery, not a certification: the document names no accredited body, no notified body, and no audit against it as such. The safety test programme AAS3P-21 defines is built to produce evidence about the munition itself, not to accredit the organisation that built or tested it.

Is STANAG 4762 mandatory?

Not in general. It binds a nation once that nation ratifies it, and it reaches a supplier only where a contract or a tender names AAS3P-21 or this STANAG. Whether it applies to a given programme is set by the tasking or contract in front of you, not by the STANAG alone.

What is the difference between STANAG 4762 and AAS3P-21?

STANAG 4762 is the agreement: the letter of promulgation, the ratification record, and the reporting and review machinery. AAS3P-21, Edition A is the actual specification for safety and suitability for service (S3) assessment testing of medium calibre ammunition from 20 mm to 40 mm that the STANAG brings into force.
