NATO has not released this STANAG publicly. It is NATO UNCLASSIFIED, and organisations that need it obtain it through their national standardization authority.
What it is
STANAG 5511 is the NATO Standardization Agreement on tactical data exchange, Link 11/Link 11B, edition 10, promulgated in April 2019 under NATO's DPC, DPC, CaP1, TDL CaT committee, and it covers the publication ATDLP-5.11 edition B. NATO has not released STANAG 5511 publicly, so this page describes it from AEDP-02, a public NATO publication that cites it.
Where it is cited
AEDP-02 cites STANAG 5511 twice, each time to place another link against it rather than to describe Link 11/11B directly. Of Link 16 it states that "Link 16 includes elements of Link 11/Link 11B (STANAG 5511) and Link 4A/Link 4C, while providing many new or improved capabilities, including voice." Of STANAG 5522, which specifies Link 22, it states that STANAG 5522 "specifies the Link 22 tactical message standard, which enhanced data exchange and provides a new, layered communications architecture to replace Link 11 (STANAG 5511)." Neither passage gives Link 11/11B's own technical characteristics; they place it as the data link whose elements Link 16 includes and which Link 22's architecture is meant to replace.
