What it is
AECTP-100, Environmental Guidelines for Defence Materiel, is the lead volume of NATO's Allied Environmental Conditions and Test Publications (AECTP) series. It is covered, together with AECTP-600, by STANAG 4370, and nations record their agreement to use the series through that STANAG. AECTP-100 is not itself a test method or a table of environmental limits. It is guidance for project managers, programme engineers and environmental engineering specialists on how to plan, document and manage the environmental engineering task across a defence materiel project, and it is meant to be read before any of the other AECTP series documents.
Edition F, Version 1 (June 2025) is effective on receipt and supersedes Edition E, Version 1, which the NATO Letter of Promulgation instructs nations to destroy under their own local document-destruction procedure. The one recorded change in this edition removed the old Chapter 2 ("Documents"), folding its list of related and referenced documents into the individual AECTP series documents instead.
Environmental Project Tailoring
The document's central method is Environmental Project Tailoring (EPT): deriving test requirements and severities from the materiel's own anticipated service conditions rather than applying a generic, one-size-fits-all severity. The Project Manager is responsible for resourcing the task and defining it in a General Environmental Management Plan; the Environmental Engineering Specialist applies tailoring to the test programme and reports anything that cannot be implemented back to the Project Manager as early as possible. The document notes that the maximum advantage is achieved when environmental issues are addressed during the first conceptual studies, a plain statement that this is design-stage work, not something to retrofit at qualification.
The governing documents
AECTP-100 sets out a chain of documents that a project produces, each feeding the next:
- General Environmental Management Plan (GEMP): the first document, defining the environmental strategy, resourcing and schedule for the whole project, and reflecting whether the procurement is a new development or an off-the-shelf purchase.
- Life Cycle Environmental Profile (LCEP): defines every climatic, mechanical and electrical event the materiel is expected to meet from the time it leaves the factory until it is removed from service, with duration and probability of exposure. Annex B's questionnaire and Annex A's tables of typical environmental factors support drafting it.
- Environmental Design Criteria (EDC): the specific environments selected as design requirements, each with a stated rationale covering probability of occurrence, expected effects and failure modes, and the effect of failure on mission success.
- Environmental Test Specification (ETS): defines the equipment, organisational responsibilities, test conditions and sequence, and introduces the Normal, Limited and Extreme Environmental Domain classification that sets what "pass" means at each severity band.
- Environmental Test Instruction: the detailed procedure a laboratory actually works from to run a specific test.
- Environmental Test Report (ETR): records results in a totally objective manner, including any anomalies or deviations, and is timed to feed the decision to begin production and introduce the materiel into service.
Generic usage profiles and the sequential test programme
Where project-specific service-life data does not yet exist, Annex C supplies fallback usage profiles across nine deployment groups (man-carried equipment, wheeled and tracked vehicles, fixed and rotary wing aircraft, ships and submarines, plus forward-base and front-line storage and transport), down to distances, durations and typical munition transportation modes. The document is explicit that these are a starting point, not intended to be comprehensive, and that programme-specific profiles should replace them as soon as real data is available.
Chapter 6 and Annex D describe a ten-step method for turning a list of critical environments into an ordered, justified sequential test programme: reviewing environmental, programme and design inputs; drafting and then refining a list of critical environments; converting them to test methods and severities; folding in combined-environment and non-sequential tests; balancing system-level against sub-system testing; reconciling cost and schedule; and issuing the pre-test documentation. Annex D works a full example, an electronic subassembly on a recovery vehicle, through every step, including where a test is combined, deleted, or replaced by an engineering assessment rather than run, with the reasoning recorded at each point.
What an auditor or reviewer actually looks for
Because AECTP-100 governs planning documents rather than a single pass/fail test, what a reviewer checks is traceability: a line from the Life Cycle Environmental Profile through the Environmental Design Criteria to a named test method and severity for every environmental condition on the list, with a documented reason wherever an environment is dropped, combined with another, or covered by assessment instead of test. The sequential test process description is explicit that a decision to omit an environment from further consideration should be validated and traced to provide an audit trail.
What it does not cover
AECTP-100 covers laboratory testing only; it explicitly does not address field exposure trials, for which it refers readers to national documentation. It also states that the series was not developed specifically to cover weapon effects other than electromagnetic pulse, munitions safety tests, the suitability of clothing or fabric for military use, or environmental stress screening, though it notes these may sometimes still be applied. And it contains no test method or environmental limit of its own: those live in AECTP-230/240/250 for conditions and AECTP-300/400/500 for the corresponding test methods, which AECTP-100 exists to help a project manager choose between. Is AECTP-100 mandatory?
AECTP-100 binds through STANAG 4370, the agreement by which nations record their commitment to use the AECTP series. It reaches a particular supplier once a procuring authority builds it into a specific programme's Invitation-to-Tender or contract documentation, not because the document exists on its own.
Is AECTP-100 a test standard?
No. AECTP-100 is planning and management guidance for tailoring an environmental test programme to a materiel item's real service conditions. The actual test methods it points project managers toward live in AECTP-300 (climatic), AECTP-400 (mechanical) and AECTP-500 (electromagnetic).
What is the difference between AECTP-100 and AECTP-600?
Both are covered by STANAG 4370, but they answer different questions. AECTP-100's own ten-step process (Annex D) builds an original sequential test programme for a materiel item entering qualification. AECTP-600's ten-step method, referenced in AECTP-100's chapter on the use of the series, instead evaluates whether materiel already in service can meet an extended life requirement or a changed role or deployment.
What are the Normal, Limited and Extreme Environmental Domains?
They are the three severity bands the Environmental Test Specification uses to state what "pass" means. In the Normal Domain the materiel must meet full performance; in the Limited Domain it must meet reduced performance and all safety requirements, recovering full performance once conditions return to normal; in the Extreme Domain the materiel may fail its performance requirements but must still meet its safety requirements.
