What AOP-4090 covers

AOP-4090 is the NATO Allied Ordnance Publication that sets the technical performance requirements a 9 mm x 19 ammunition design has to meet before it counts as interchangeable across NATO and Partner Member Forces. It covers combat ammunition only: blank and training cartridges are outside its scope. The aim, in the document's own words, is "to standardize 9 mm x 19 Ammunition designs to ensure functional interchangeability between NATO Forces on the battlefield" (Chapter 1, paragraph 1).

How interchangeability is defined and tested

AOP-4090 does not restate its own requirements from scratch. A design counts as interchangeable if it meets the performance, functioning and safety criteria set out in AEP-97, the Multi-Calibre Manual of Proof and Inspection procedures for 9 mm x 19 ammunition, and the ammunition has to function safely and to specification out of every NATO Nominated Weapon. Ballistic levels are obtained from standard proof barrels described in AEP-97, corrected using a NATO Reference Ammunition, and that same reference ammunition is also used to verify barrel ballistics and test equipment.

Chapter 2 works through seventeen numbered clauses covering case mouth pressure, velocity, action time, function and casualty firing, environmental conditioning, fouling, smoke and flash, precision, terminal effects, residual stress, primer sensitivity, bullet extraction, propellant and primer composition control, waterproofing, packaging and transport, marking, and the qualification of designs beyond conventional cartridges. Annex B collects the resulting values into one requirements table, and each clause names the specific AEP-97 volume that carries the actual test method and figure behind it. AOP-4090's own role is to "amplify and interpret the essential NATO military characteristics" (Chapter 1, paragraph 3); the acceptance figures themselves live in AEP-97, not here.

What NATO does not specify

One clause is worth flagging because it runs the other way from most of the document. NATO does not fix the chemical composition of the propellant or primer in a design submitted for NATO Qualification; that choice sits with the organisation putting the design forward. What AOP-4090 does require is consistency after the fact: once a design is qualified, every later production run carrying the NATO Symbol of Interchangeability on the strength of that qualification has to use the same propellant and primer composition as the sample that was originally qualified.

Marking, and designs beyond conventional cartridges

Marking of NATO ammunition and its packaging follows AOP-2. Separately, the qualification route is not limited to conventional cartridge designs: other designs may also be submitted for NATO Qualification Approval, assessed against the same requirements, and, on success, permitted to carry the NATO Symbol of Interchangeability.

Who it addresses, and when it binds

AOP-4090 addresses national government agencies preparing ammunition specifications, and the manufacturers or designers submitting 9 mm x 19 designs for NATO Qualification, with Test Centres running the AEP-97 testing and reporting results to NATO authorities. The document is explicit that it "should not be used for acquisition purposes" by itself (Chapter 1, paragraph 9); it becomes a live requirement once a national specification or a contract builds it in. AOP-4090 sits under STANAG 4090, the agreement by which NATO nations take on 9 mm x 19 interchangeability; the technical detail behind Chapter 2 lives in AEP-97, the Multi-Calibre Manual of Proof and Inspection.

How it is assessed

There is no certification scheme here. Assessment is NATO Qualification: a design is tested against AEP-97's procedures, largely by firing it from the full set of NATO Nominated Weapons, and a Test Centre records the results. Where fouling, or smoke and flash, look excessive, the Test Centre investigates and records that "for consideration by appropriate NATO authorities" rather than the document setting a fixed pass or fail number itself. Passing lets a design carry the NATO Symbol of Interchangeability; after that, the recurring check is production consistency against the qualified sample, not a repeat of the qualification testing.

Is AOP-4090 mandatory?

Not by itself. AOP-4090 says plainly that it should not be used on its own for acquisition purposes. It binds when a national government's ammunition specification incorporates it, or when a contract makes NATO Qualification a condition of supply.

What is the difference between AOP-4090 and STANAG 4090?

STANAG 4090 is the agreement by which NATO nations commit to 9 mm x 19 ammunition interchangeability. AOP-4090 is the Allied Ordnance Publication that STANAG 4090 covers, carrying the technical performance requirements a design has to meet.

What is AEP-97?

AEP-97 is the Multi-Calibre Manual of Proof and Inspection. AOP-4090 names a specific AEP-97 volume against almost every one of its Chapter 2 clauses, because AEP-97 carries the actual test procedures and acceptance figures that AOP-4090 only points at.

Does AOP-4090 cover blank or training ammunition?

No. The document limits its scope to 9 mm x 19 combat ammunition; blank and training cartridges are stated as outside the scope of STANAG 4090 and AOP-4090.

Can a design be "AOP-4090 certified"?

The document does not describe a certification scheme. What it describes is NATO Qualification: testing against AEP-97's procedures, assessed by a Test Centre and reported to NATO authorities. A design that passes carries the NATO Symbol of Interchangeability, which is a qualification marking, not a certificate.
