What it is
AOP-4820 is the NATO Allied Ordnance Publication that sets the technical performance requirements a 4.6 mm x 30 ammunition design has to meet before it earns NATO Qualification and can carry the NATO Symbol of Interchangeability. It sits under STANAG 4820, the NATO agreement covering 4.6 mm x 30 combat ammunition; the document is explicit that "ammunition natures other than these natures such as, blank or training cartridges, are outside the scope of STANAG/AOP 4820." Its own paragraphs "specify the technical performance requirements for designs of 4.6 mm x 30 ammunition submitted for NATO Qualification to ensure functional interchangeability." The test procedures, proof barrels and reference ammunition behind every requirement sit in a companion publication, AEP-97, the Multi-Calibre Manual of Proof and Inspection (MC-MOPI).
The current edition is Edition A, Version 1, promulgated December 2020. The record carries no supersession relation and the document names none, so this reads as the first NATO Qualification specification for this calibre rather than a revision of an earlier one.
Who has to act, and how it binds
Three parties appear in the text. A designer submits an ammunition design for NATO Qualification. A national government agency prepares the procurement specification that is actually invoked: "the ammunition shall comply with the specifications prepared by national government agencies, which as a minimum should be in accordance with AOP-4820 for the performance requirements." A Test Centre runs the assessment and reports its findings "for consideration by appropriate NATO authorities."
None of that makes AOP-4820 self-executing. The document says plainly, "it should be noted that this standard by itself should not be used for acquisition purposes" - so what actually reaches a manufacturer is a national specification, or a contract built on one, that invokes it. A manufacturer meets it mainly once a design is already qualified, through a consistency obligation: production is expected to keep the same propellant and primer composition as the sample that was qualified, rather than a fresh technical requirement of its own.
What Chapter 2 covers, without the figures
Chapter 2 runs through nineteen numbered clauses, each cross-referenced to a specific volume of AEP-97 and consolidated into a single requirements table in Annex B. These are pass/fail performance thresholds, dimensions and test procedures describing how the ammunition itself is built and functions, so this page does not reproduce them; a design team working to this specification needs the source document and AEP-97 open beside it, not a summary of the numbers. What is worth saying without them:
- The clauses cover the ammunition's behaviour under normal and extreme conditioning (pressure, velocity, action time), function and safety in every NATO Nominated Weapon, environmental exposure, barrel wear, fouling, smoke and flash, precision, terminal effect, trajectory match to a reference cartridge, case integrity, primer sensitivity, bullet extraction, waterproofing, and packaging and transport durability.
- Fouling, and smoke and flash, are not fixed thresholds at all: the document only requires that "if fouling is considered excessive, it will be investigated and recorded by the Test Centre in its report for consideration by appropriate NATO authorities" - a judgement call, not a number.
- Annex A's drawings are for reference only. The document's own note says they are "NOT to be used for manufacture, dimensions are for guidance only," pointing instead to the drawings published in AEP-97.
- Marking of the ammunition and its packaging is deferred to a separate publication, AOP-2, which this document does not itself set out.
- NATO does not fix the chemical composition of propellant or primer for qualification. What it requires afterward is consistency, not disclosure: once a design is qualified, subsequent production "must contain the same propellant and primer composition as were identified in the Qualification Approval sample."
How a design is evaluated
There is no certification scheme here and no accredited body. A design is tested against Chapter 2's criteria using AEP-97's procedures, and the assessment is design by design, not company-wide: "these designs will only be assessed to the requirements described within the standard," and on success the standard says qualification "will allow the NATO Member Forces to apply the NATO Symbol of Interchangeability to these other ammunition designs." There is no renewal cycle to track; qualification attaches to the design, and the one thing that carries forward into ongoing production is the propellant-and-primer consistency requirement above.

Is AOP-4820 a certification we can hold?
No. It names no accredited certification body and no company-level scheme. A specific ammunition design is assessed against Chapter 2 by a Test Centre and, if it passes, the design itself is allowed to carry the NATO Symbol of Interchangeability - the qualification belongs to the design, not to a manufacturer or a compliance programme.
Does AOP-4820 apply to us if we make 4.6 mm x 30 ammunition?
The document does not say that on its own terms. It states plainly that it should not be used for acquisition purposes by itself; it becomes relevant when a national government agency's own specification, or a contract built on one, invokes it for a specific design.
What is the difference between AOP-4820 and AEP-97?
