What it is
STANAG 1008 is the NATO Standardization Agreement covering the characteristics of shipboard 440V/230V/115V 60Hz, 440V/115V 400Hz and 24/28VDC electrical power systems in warships of the NATO navies. This is Edition 10, promulgated 12 October 2021, superseding Edition 9 of 24 August 2004.
A STANAG is not the specification
A STANAG is the agreement by which NATO nations commit to implement a standard, not the technical specification itself. STANAG 1008's own text is short and administrative: an aim, two interoperability requirements, and the ratification and reporting machinery. The 440V/230V/115V 60Hz, 440V/115V 400Hz and 24/28VDC characteristics named in its title are specified in a separate publication, ANEP-100 Edition A, which the STANAG names as the standard participating nations "agree to implement". Anyone actually designing, specifying or checking those voltage and frequency figures needs ANEP-100's own text, not this cover agreement.
What it commits nations to
The stated aim is interoperability: to provide operational compatibility between NATO navies' warships and to simplify international procurement of electrical equipment, by agreeing common shipboard electrical power supply characteristics. The agreement is explicit about one exclusion worth noting because it is easy to assume otherwise: it "does not address personnel protection/safety issues". For new-construction warships, the document states that the ship service power supply system "will accord with the characteristics as specified in ANEP-100" - so the point in a shipbuilding programme where this matters is new-build design, not retrofit or in-service work.
Who it binds, and how
STANAG 1008 binds nations, not suppliers. It is effective "upon receipt for use by the participating nations and NATO bodies", and it becomes binding on a given nation through ratification, which NATO records in the NATO Standardization Document Database (NSDD). Implementation is a separate, further step: the STANAG is "considered to be implemented when a ratifying nation agrees to include the electrical system design standards into its core Ship Design process for Warships and Auxiliary Vessels, including the procurement of correctly rated electrical components". Allied nations and NATO bodies are then obliged to report implementation details through NATO's electronic reporting tool; partner nations are only invited to do the same. A supplier meets STANAG 1008, or the ANEP-100 characteristics it covers, only where a shipbuilding contract or tender says so - the document itself sets no obligation reaching a supplier directly, and it names no NATO-wide effective date (its own "NATO Effective Date (NED)" field reads "Not applicable").
How it's evaluated
STANAG 1008 describes no certification scheme and no audit. What it describes is nations reporting their ratification and implementation status to NATO for the record; nobody is "STANAG 1008 certified", and the document never uses that language. Where a shipbuilder's or supplier's electrical work does get checked against ANEP-100's characteristics - drawings, test certificates, factory acceptance records - the assessor and the evidence required are set by the contract's own quality clause, not by this STANAG.

STANAG 1008 covers ANEP-100, the Allied Naval Engineering Publication that carries the actual electrical characteristics. Its "Other Related Documents" also list STANAG 4143 (ship/shore and ship/ship connection terminals for 3-phase AC power), ANEP-92, STANREC 4807 (the Naval Ship Code), and ANEP-77, all of which inform rather than bind through this agreement. Only where a nation has ratified and implemented it, and it reaches a supplier only where a contract or tender invokes it. The STANAG's own "NATO Effective Date (NED)" field reads "Not applicable", so there is no blanket start date to point to.
