NATO has not released this STANAG publicly. It is NATO UNCLASSIFIED, and organisations that need it obtain it through their national standardization authority.
What it is
STANAG 1166 is the NATO Standardization Agreement that promulgates APP-20, the Standard Ship Designator System, edition A. Edition 8 of the STANAG was promulgated on 21 November 2013, sponsored by MC, MCMSB, MAROPS. NATO has not released STANAG 1166 publicly, so this page describes it from a public NATO publication that cites it.
Where it is cited
APP-06, a public NATO publication, lists STANAG 1166 APP-20 Standard Ship Designator System among its references. In its section on sea surface main icons, it states that the codes used in military sea surface icons are "in accordance with APP-20 (STANAG 1166)", covering both two-letter and three-letter codes. For non-military, civilian sea surface icons, which APP-06 says are shown with a Standard Identity colour frame around an unfilled icon to set them apart from military units, it adds that the single letter used in merchant ship icons is "derived from the STANAG 1166 as the 3rd letter specifying the type of the merchant ship". Other kinds of non-military sea vessel, APP-06 notes, use icons and letter codes chosen without reference to a STANAG.
