What STANAG 2021 covers
STANAG 2021 is the NATO standardization agreement that gives force to AEP-3.12.1.5, Edition B, the Allied engineering publication on Military Load Classification (MLC) of bridges, military ferries and rafts, and military vehicles. A STANAG is not itself a technical specification: it is the agreement by which NATO nations commit to implement one, and the actual method sits in the Allied Publication it covers. This STANAG responds to an interoperability requirement stated plainly in the document: "a method of computing the Military Load Classification (MLC in the text)" of "all bridges and military ferries and rafts (including their landing stages)" and "military vehicles", plus "the method of marking of the MLC of bridges and rafts and the corresponding marking of vehicles." Read plainly, that means the STANAG exists so that NATO nations compute and mark load classification the same way, not so that a specific bridge, ferry or vehicle is certified against it.
This is Edition 9, promulgated 26 November 2024. It supersedes STANAG 2021, Edition 8, dated 14 September 2017. The cover page lists what changed since that edition: updated load classification curves, updated examples of vehicle MLC calculations, span-dependent MLC curves added on a temporary basis, an updated method for expedient classification of vehicles, and a changed ground contact width for the hypothetical vehicles above MLC(T) 70 and MLC(W) 60. These are edition-history items from the cover page, not engineering guidance to design against; the calculation method itself is in AEP-3.12.1.5.
Who ratifies it, and how it takes effect
The mechanism that matters here: a STANAG binds a nation, not a supplier. Nations "are invited to examine their ratification of the STANAG and, if they have not already done so, advise the NSO of their intention regarding its ratification and implementation," and national responses are recorded in the NATO Standardization Document Database (NSDD). Once ratified, the STANAG "is effective upon receipt for use by the participating nations and NATO bodies." A supplier, bridge builder or vehicle manufacturer meets AEP-3.12.1.5 only where a contract or a tender brings it, or this STANAG, in by name.
The document sets out three objectives that count as implementation: incorporating the "recommended scales, standards and procedures in AEP-3.12.1.5 into national or NATO publications, guidelines and processes for the planning, marking, operation of bridges, rafts, ferries and military vehicles in NATO operations"; updating national or NATO training programmes "to include reference to the contents and applicability of AEP-3.12.1.5"; and providing "direction and guidance to applicable subordinate formations and units" so both are applied at unit level. "Allies and NATO bodies shall provide implementation details through the electronic reporting tool," and partner nations are invited to do the same.
Reporting and review
The STANAG "is to be reviewed in accordance with AAP-03," and "the result of the review is to be recorded within the NSDD." Nations and NATO bodies report their ratification and standing implementation through NATO's electronic reporting tool rather than through this STANAG changing on its own; a new edition, like this one, is how technical updates such as revised MLC curves actually reach the field.
How it's evaluated
No certification exists here, and the document names none. What it describes is a national ratification, implementation and review cycle run through NATO's own machinery, not an audit against this STANAG as such. Whether a specific bridge, ferry, raft or vehicle has been correctly classified under AEP-3.12.1.5's own method is what a nation's own military engineering standards and any customer's quality clause actually assess.

Is STANAG 2021 mandatory?
Not in general. It binds a nation once that nation ratifies it, and it reaches a supplier, bridge builder or vehicle manufacturer through a contract or a tender that names AEP-3.12.1.5 or this STANAG, not by existing on its own. Whether it applies to a given programme is set by the tasking or contract in front of you.
What is the difference between STANAG 2021 and AEP-3.12.1.5?
STANAG 2021 is the agreement: the letter of promulgation, the ratification record, and the implementation and review machinery. AEP-3.12.1.5 is the publication itself, the Allied engineering publication that sets out the actual Military Load Classification method. The STANAG is the cover; AEP-3.12.1.5 is the content.
