STANAG 2103 CBRN warning, reporting and hazard prediction

NATO has not released this STANAG publicly. It is NATO UNCLASSIFIED, and organisations that need it obtain it through their national standardization authority.
What it is
STANAG 2103 is the NATO Standardization Agreement on warning and reporting and hazard prediction of chemical, biological, radiological and nuclear incidents. Edition 12 was promulgated in February 2019, sponsored by MC, MCJSB, JCBRND CDG, and covers ATP-45. NATO has not released STANAG 2103 publicly, so this page describes it from public NATO publications that cite it: AEDP-02, AEDP-17 and AEP-84.
Where it is cited
AEDP-02 states that "STANAG 2103 specifies the operational view of the manual portion of the CBRN Warning and Reporting and Hazard Prediction function with respect to simplified and detailed procedures while STANAG 2497 is primarily for automated CBRN Command Information Systems (CIS)." It adds that STANAG 2497 provides reference material that supports STANAG 2103.
AEDP-17 states that "CBRN messages and reports are defined as per ATP-45 (STANAG 2103)." Its CBRN extension enables CBRN information, in particular hazard plots, to be shared between command and control systems and archived.
AEP-84 treats STANAG 2103 as the source of a data format it calls the CBRN 4 Report. AEP-84 states that "The payload product (i.e., the detection data) is compiled in accordance with ATP-45 (E), STANAG 2103 as a CBRN 4 Report." It bases the data elements of its CBRN detection messages on that report's fields, among them exercise or operation name, call sign, contamination level, detection time and distance to the cloud, and refers to STANAG 2103 for the applicable ranges of dose rate and contamination or dose level.
