NATO has not released this STANAG publicly. It is NATO UNCLASSIFIED, and organisations that need it obtain it through their national standardization authority.
What it is
STANAG 2191 promulgates AJP-2.1, Allied joint doctrine for intelligence procedures, edition B. STANAG 2191 edition 3 was promulgated on 6 June 2016; its sponsoring committee is MC, MCJSB, JINT. NATO has not released STANAG 2191 publicly, so this page describes it only from public NATO publications that cite it.
Where it is cited
AEDP-02 lists STANAG 2191 - Intelligence Procedures (AJP-2.1) in a list of related STANAGs, each with a one-line description. For this one it says "AJP-2.1 provides the top level procedures for intelligence operations in NATO". The same list names STANAG 2190 (AJP-2) and describes AJP-2 as "the capstone document for defining the policies and doctrine for the intelligence, counter-intelligence, and security forces in NATO".
ATrainP-1 cites STANAG 2191, ED3 (AJP-2.1 EDB V1) twice: among the references for its Protection of Civilians (PoC) module, and in a numbered reference list alongside other allied joint doctrine. Neither citation describes its content beyond the title.
