NATO has not released this STANAG publicly. It is NATO UNCLASSIFIED, and organisations that need it obtain it through their national standardization authority.
What it is
STANAG 2580 promulgates ATP-3.13.1, Reception, Staging and Onward Movement (RSOM) Procedures, edition A. Edition 1 of the STANAG was promulgated on 3 June 2014, sponsored by MC, MCJSB, AJOD, DSP, SMT. NATO has not released STANAG 2580 publicly, so this page describes it from a public NATO logistics publication that cites it.
Where it is cited
ALP-4.6.1, a public NATO logistics publication, describes support units that carry out the RSOM sub-processes it names, such as reception and staging. For several of them, one of the listed capabilities points to STANAG 2580: "Capable of providing further capabilities as specified in STANAG 2580". ALP-4.6.1 does this for:
- a unit processing up to 1,000 passengers for air transportation and handling 500 tonnes of cargo (palletised, containerised or non-containerised) at air terminals per day;
- the port operations unit (POU), which, as part of the RSOM sub-process reception, receives and offloads vehicles, equipment and stocks at SPODs and forwards them to the SA;
- a unit running a personnel handling area (PHA) for 1,200-1,600 persons per day, including limited life support.
In each case the detailed further capabilities are left to STANAG 2580 itself, which the public sources do not reproduce.
STANAG 6535, the agreement covering ALP-4.6.1, lists STANAG 2580 among its other related documents, next to the Allied joint doctrine for the deployment of forces (AJP-3.13). AJMedP-1 also lists ATP-3.13.1 (STANAG 2580) among its references.
