What it is
STANAG 2601 is the NATO Standardization Agreement on the electrical systems of tactical land vehicles: a common nominal voltage, so vehicles from different nations can give or receive electrical power to start an engine or, in a towing combination, supply a trailer's lighting during recovery. This is Edition 4, promulgated 14 September 2017. It supersedes an earlier edition of STANAG 2601, though the document does not print which one.
A STANAG is not the specification
A STANAG is the agreement by which NATO nations commit to implement a standard, not the technical specification itself. STANAG 2601's own text is short and administrative: an aim, three interoperability requirements, and the ratification and reporting machinery. The actual voltage figures and technical detail are specified in a separate publication, AEP-2601 Edition A, which the STANAG names as the standard participating nations "agree to implement". Anyone designing, specifying or checking those requirements needs AEP-2601's own text, not this cover agreement.
What it commits nations to
The stated purpose is "to establish requirements for the interoperability of electrical systems of tactical land vehicles and vehicle combinations such as truck-trailer or prime mover/semi-trailer from different nations." Three aims follow: standardizing the nominal voltage of tactical land vehicle electrical systems, both for engine-starting support between vehicles and for supplying a trailer or semi-trailer's lighting during recovery in an international vehicle combination; describing "the electrical loads that can affect electric and electronic systems and components in respect of their mounting location directly on or in road vehicles"; and describing multi-voltage systems with a DC intermediate circuit for military land vehicles, along with their electrical protection measures.
Who it binds, and how
STANAG 2601 binds nations, not suppliers. The agreement "has been ratified by member nations, as reflected in the NATO Standardization Document Database (NSDD)" and is "effective upon receipt and ready to be used by the implementing nations and NATO bodies"; partner nations "are invited to adopt" it rather than being bound by it. Implementation is tracked separately: nations "are to issue the necessary orders/instructions to the forces concerned, putting the procedures detailed in the agreement into effect", and report their implementation using the form at Annex H to AAP-03(J), while partner nations report adoption using Annex G. A manufacturer or supplier meets STANAG 2601, or the AEP-2601 requirements it covers, only where a contract or tender says so - the document itself sets no obligation reaching a supplier directly.
How it's evaluated
STANAG 2601 describes no certification scheme and no audit; the word "certified" does not appear in it. What it describes is nations reporting their ratification and implementation decisions to NATO for the record: "the national responses are recorded in the NATO Standardization Document Database (NSDD)". Nobody is "STANAG 2601 certified". Where a manufacturer's electrical design work against AEP-2601 does get checked in practice - design records, test evidence, inspection records - the assessor and the evidence required are set by the contract's own quality clause, not by this STANAG.

STANAG 2601 covers AEP-2601, the Allied Engineering Publication that carries the actual voltage and system requirements. Its "Other Related Documents" also list STANAG 4007 (electrical connectors between prime movers, trailers and towed artillery) and STANAG 4074 (auxiliary power unit connections for starting tactical land vehicles), both of which inform rather than bind through this agreement. It also names the ADR (the European Agreement concerning the International Carriage of Dangerous Goods by Road), ISO 16750 (road vehicles - environmental condition and testing for electrical and electronic equipment), and VG 96916 Parts 5 and 20 (a German defence standard on electrical systems for land vehicles), all of which sit outside our catalogue. Is STANAG 2601 mandatory?
Only where a nation has ratified and implemented it, and it reaches a manufacturer or supplier only where a contract or tender invokes it. The STANAG itself sets no blanket compliance date; partner nations are only invited to adopt it rather than bound by ratification.
