STANAG 3809 digital terrain elevation data (DTED) exchange format

NATO has not released this STANAG publicly. It is NATO UNCLASSIFIED, and organisations that need it obtain it through their national standardization authority.
What it is
STANAG 3809 is the NATO Standardization Agreement on Digital Terrain Elevation Data (DTED) Exchange Format. Edition 4 was promulgated on 19 January 2004 under NATO's MC, MCJSB, JGS. NATO has not released STANAG 3809 publicly, so this page describes it from public NATO publications that cite it.
Where it is cited
AGeoP-11 lists STANAG 3809 Edition 4 among the geospatial STANAGs its users should refer to for imagery and gridded standards it does not cover, and describes the agreement this way: "The aim of this agreement is to register national acceptance of STANAG 3809, based on US Performance Specification 89020B dated 23 May 2000." The same passage notes that the Defence Geospatial Information Working Group's Elevation Surface Model (ESM) profile provides models for elevation data, supported by GeoTIFF, GMLJP2 and NSIF encodings, and a conversion table for DTED Level 0/1/2.
AEP-84 names STANAG 3809, under the title Digital Terrain Elevation Data (DTED) Geographic Information Exchange Standard, in its geographical data interchange requirements. It lists it with DIGEST (STANAG 7074), Digital Feature Analysis Data (DFAD) and WGS-84 (Mil-STD-2401) among the mandated standards that "shall be implemented in the UCS to achieve interoperability". Elsewhere AEP-84 says that while STANAG 4586 is mandatory for unmanned aircraft command and control interoperability, a set of ISR interface standards is also required, covering both physical and electromagnetic links, and STANAG 3809 heads that list.
STANAG 4586, whose agreement is to implement AEP-84, lists STANAG 3809 among its other related documents.
