What it is
STANAG 4172 is the NATO Standardization Agreement covering the interchangeability of 5.56 mm x 45 ammunition between NATO armed forces. This is Edition 3, promulgated 4 September 2020. The document states it supersedes an earlier edition of STANAG 4172, without giving which edition or when it was dated.
A STANAG is not the specification
A STANAG is the agreement by which NATO nations commit to implement a standard, not the technical specification itself. STANAG 4172's own text is short and administrative: an aim, three interoperability requirements, and the ratification, implementation and review machinery. The drawings and technical specifications that actually define interchangeability sit in a separate publication, AOP-4172 Edition A, which the STANAG names as the standard participating nations "agree to implement". A second publication, AEP-97, the Multi-Calibre Manual of Proof and Inspection Procedures for NATO small arms ammunition, is named alongside AOP-4172 as carrying the technical specifications nations agree to comply with. Anyone actually manufacturing or proving ammunition against those specifications needs AOP-4172 and AEP-97 themselves, not this cover agreement.
What it commits nations to
To achieve the STANAG's purpose, participating nations agree to three things: to comply with the standardization drawings and technical specifications attached to it in AOP-4172 and AEP-97, to comply with the implementation procedures it sets out, and to adhere to the rules governing use of the NATO symbol of interchangeability - a marking requirement it is easy to overlook. Implementation is judged on outcome, not intent: the agreement is "considered to have been implemented when ratifying nations have introduced into their armed forces ammunition and/or linked ammunition which has met the requirements of AOP-4172 and the Multi-Calibre Manual of Proof and Inspection Procedures (AEP-97)". The national documentation demonstrating this is the National Implementing Document, and the document is explicit that reference to the STANAG alone "does not meet this intent" - ratifying is not, on its own, implementing.
Who it binds, and how
STANAG 4172 binds nations, not suppliers. It is effective "upon receipt and ready to be used by the implementing nations and NATO bodies", and it becomes binding on a given nation through ratification, which NATO records in the NATO Standardization Document Database (NSDD). Nations are invited to examine their ratification and advise the NATO Standardization Office (NSO) of their intention regarding implementation, and separately invited to report their effective implementation, and partner nations their adoption, in accordance with AAP-03. A supplier meets STANAG 4172, or the AOP-4172 and AEP-97 requirements it points to, only where a contract or tender invokes them - the document itself sets no obligation reaching a supplier directly, and the word "contract" does not appear anywhere in its own text.
How it's evaluated
STANAG 4172 describes no certification scheme and no audit. What it describes is nations reporting their ratification and implementation decisions to NATO for the record: national decisions "are provided to the NSO", and the national responses "are recorded in the NATO Standardization Document Database (NSDD)". Nobody is "STANAG 4172 certified", and the document never uses that language. Where ammunition is actually checked against AOP-4172's drawings and specifications, and interchangeability proved under AEP-97's Multi-Calibre Manual of Proof and Inspection Procedures, the assessor and the evidence required are set by a nation's own implementing arrangements and whatever contract or quality clause invokes them.
