What it is
STANAG 4443 is the NATO Standardization Agreement that sets one procedure for testing the compressive mechanical properties of explosive materials, and one report format for writing up what a test found. Edition 1 was promulgated on 14 July 1998 and remains the current edition. Unlike most STANAGs, which are short ratification instruments that point to a separate Allied Publication for the technical content, STANAG 4443 carries that content directly: it states its own "Related documents: none", and its two annexes, Annex A (test procedures) and Annex B (test report sheet), are the specification itself.
Why a common test method matters
The agreement's own aim is "to standardize the uniaxial compressive test for explosive materials", so that every participating nation has the same means of determining an explosive material's compressive mechanical properties, and the same understanding of how a result was obtained. That second half matters as much as the first: a compressive-strength figure is only useful if the nation reading it knows exactly how it was produced. Without a shared procedure and a shared report format, a result from one country's laboratory cannot safely be compared with another's.
Who ratifies it, and how it reaches a test facility
STANAG 4443 binds the NATO nations that ratify it "with or without reservation", and each ratifying nation implements it by issuing its own instructions and referencing the STANAG number in the national orders, manuals, or instructions that carry it forward. Participating nations agree to use the Annex A procedure and the Annex B report sheet for assessing mechanical behaviour "when requested by the procuring nation", so the trigger for using this specific test and report format is a request from whichever nation is procuring the explosive material or the munition it goes into, not the STANAG's existence on its own. In practice, that request usually reaches a test facility or a contractor's own test department as a contract clause or a national test requirement, in the same way any STANAG reaches a supplier: through national implementation and a contract, not automatically.
What the test procedure and report cover
Annex A sets out the scope of what the method applies to, defines the mechanical-property terms the test measures (stress, strain, energy density and the related terms a compressive stress-strain result is built from), and covers requirements for the testing machine, the test specimen, the test method itself, how results are calculated, and a way of approximating one of the derived points on the resulting curve. None of that detail belongs on this page: the annex is where the apparatus, specimen and calculation requirements actually live, and a test facility working to this STANAG needs to read them directly rather than take them from a summary.
Annex B is the standard form for recording a test, cross-referenced to the NATO AOP-7 Data Exchange Format for a "Uniaxial Tensile/Compressive Test". It is built to capture the sample's identification and source, how it was prepared and under what conditions it was tested, a description of the equipment used, and the compressive stress and strain characteristics the test produced. It fixes what gets recorded and how, not what counts as an acceptable result: the document sets no acceptance limit of its own.
What a report under STANAG 4443 establishes
A completed Annex B report, filled in against the Annex A procedure, is what this STANAG produces. It establishes that a stated test was run on a stated sample under a stated set of conditions, using a defined procedure and a common terminology, so the figures in it can be trusted and compared by whoever receives them. What it does not establish is whether those figures meet any particular requirement. Judging that is for whoever set the requirement, usually the procuring nation or the contract that called for the test, not for the STANAG.

The document's own "Related documents" field reads "none", but three NATO references appear in the text: AAP-6, NATO's glossary of standardization terms, is where the Explanatory Notes take their definitions of ratification, implementation and reservation from; AAP-4, NATO's index of standardization agreements, is what the promulgation letter directs be amended to reflect this STANAG's status; and the NATO AOP-7 Data Exchange Format is the format Annex B's report is built against. Is STANAG 4443 mandatory?
Only through ratification and national implementation. A nation ratifies STANAG 4443, with or without reservation, and implements it by issuing its own instructions; it reaches a supplier or test facility once a contract, tender, or national test requirement specifically calls for a compressive test under this procedure, not automatically because the STANAG exists.
Can a company be certified to STANAG 4443?
No. The document names no certification or accreditation scheme. It fixes a test procedure and a report format that a test facility follows when a procuring nation requests an assessment; the resulting report is reviewed by whoever requested it, not audited by an accredited body against a management system.
Does STANAG 4443 set pass or fail limits for the test?
