NATO has not released this STANAG publicly. It is NATO UNCLASSIFIED, and organisations that need it obtain it through their national standardization authority.
What it is
STANAG 4495 is the NATO agreement on laser eye protection, published as AEP-4495 edition A. Edition 2 was promulgated on 26 September 2016 under CNAD, AC/225 NAAG, LCGDSS. NATO has not released STANAG 4495 publicly, so this page describes it from AEP-4296, a public NATO publication that cites it.
Where it is cited
AEP-4296 is a public NATO publication on eye protectors such as goggles and visors. In the part of it that is quoted publicly, it states that a goggle shall, in addition, provide protection against dust and against drops and splashes, and that a visor may also protect the upper part of the face against hand gun munition and blunt impact.
AEP-4296 then lists functions its document does not cover. The first is laser radiation: "Protection against laser radiation; the requirements for these systems are to be derived from STANAG 4495 Ed.2". Nuclear flash and radiation, UV(C) light and X-rays, and protection against gases and fine dust are excluded on the same list.
For a supplier, the practical reading is that meeting AEP-4296 does not by itself address laser radiation. AEP-4296 does not set laser protection requirements of its own; it points to STANAG 4495 Ed.2 as the place those requirements are to be derived from. The public source says nothing about what STANAG 4495 itself requires.
