What STANAG 4496 covers
STANAG 4496 is the NATO standardization agreement that gives force to AOP-4496, Edition A, the Allied Ordnance Publication that "gives guidelines on the way a fragment impact, munition test shall be performed." A STANAG is not itself a technical specification: it is the agreement by which NATO nations commit to implement one, and the test procedure itself sits in the publication it covers, not in this cover document. This page does not describe what that procedure requires; AOP-4496 is where that detail lives.
The agreement's stated aim is "to respond to the following interoperability requirements": to accept AOP-4496 as the way a fragment impact munition test is performed. Read plainly, this STANAG exists so that ratifying nations use the same test procedure for this purpose, rather than each nation working to its own.
This is Edition 2, promulgated 26 March 2019. It supersedes STANAG 4496, Edition 1; the promulgation letter names that earlier edition but does not print a date for it.
Who ratifies it, and how it takes effect
The mechanism that matters here: a STANAG binds a nation, not a supplier. Nations "are invited to examine their ratification of the STANAG and, if they have not already done so, advise the NSO of their intention regarding its implementation," and the national decision is "recorded in the NATO Standardization Document Database (NSDD)." Once ratified, the STANAG "is effective upon receipt and ready to be used by the implementing nations and NATO bodies," and it "is considered implemented when a nation has issued the necessary orders and instructions, putting the contents of this agreement into effect." Partner nations are separately invited to adopt it. A manufacturer meets AOP-4496 only where a contract or a tender brings this STANAG or AOP-4496 in by name, not because the STANAG exists on its own.

The STANAG "is to be reviewed at least once every five years," with the result "recorded within the NSDD," and nations or NATO bodies "may propose changes, at any time, through a standardization proposal to the tasking authority." No certification exists here, and the document names none. What it describes is a national ratification and implementation record, tracked through the NSDD, and a five-yearly review run through NATO's tasking authority. Any testing an organisation undergoes happens under AOP-4496's own procedure, against whatever a contract or a national process calls for, not against this STANAG directly.
