What it is

STANAG 4509 is the NATO Standardization Agreement covering the interchangeability of 5.7 mm x 28 ammunition between NATO nations. This is Edition 1, promulgated 4 December 2020, and the document states plainly that it "does not supersede any document."

A STANAG is not the specification

A STANAG is the agreement by which NATO nations commit to implement a standard, not the technical specification itself. STANAG 4509's own text is short and administrative: an aim, one interoperability requirement, and the ratification, reporting and review machinery. The interchangeability specification named in its title is set out in a separate publication, AOP-4509 Edition A, which the STANAG names as the standard participating nations "agree to implement." Anyone actually specifying, manufacturing or checking ammunition against that specification needs AOP-4509's own text, not this cover agreement.

What it commits nations to

The stated aim is "to respond to the following interoperability requirements," and the requirement itself is that "the NATO nations agree to comply with the standardization drawings and technical specifications attached to this STANAG in AOP-4509." The document also names the route by which a nation demonstrates it has done so: the Multi-Calibre Manual of Proof and Inspection Procedures, AEP-97, covered by the related STANAG 4823.

Who it binds, and how

STANAG 4509 binds nations, not suppliers. It is "effective upon receipt and ready to be used by the implementing nations and NATO bodies," and it becomes binding on a given nation through ratification, "as reflected in the NATO Standardization Document Database (NSDD)." Implementation is a separate, further step, measured against a concrete outcome: the STANAG is considered implemented when a ratifying nation has "introduced into their armed forces ammunition which has met the requirements of this STANAG in AOP-4509 and the Multi-Calibre Manual of Proof and Inspection Procedures (AEP-97)." The document is explicit that citing the STANAG alone is not enough: "reference to the STANAG alone as the National Implementing Document does not meet this intent." A supplier or manufacturer meets STANAG 4509, or the AOP-4509 specification it covers, only where a contract or tender says so - the document itself sets no obligation reaching a supplier directly.

How it's evaluated

STANAG 4509 describes no certification scheme and no audit. What it describes is nations reporting their ratification and implementation decisions to the NSO, with "the national responses ... recorded in the NATO Standardization Document Database (NSDD)." Nobody is "STANAG 4509 certified," and the document never uses that language. Where a manufacturer's or supplier's ammunition does get checked against the AOP-4509 specification, the route the document itself names is proof and inspection under AEP-97's Multi-Calibre Manual of Proof and Inspection Procedures - and the evidence actually required is set by the contract or national implementing document that invokes it, not by this STANAG.

STANAG 4509 covers AOP-4509, the Allied Ordnance Publication that carries the actual 5.7 mm x 28 interchangeability specification. Its "Other Related Documents" also list STANAG 2953 (identification of ammunition, covering AOP-02) and STANAG 4823 (the Multi-Calibre Manual of Proof and Inspection for NATO small arms ammunition, covering AEP-97, the proof and inspection route named directly in this STANAG).
