STANAG 4654 sets a NATO methodology for modelling the effects of indirect fire. NATO has not released it publicly, so this page describes it from the Czech implementation, ČOS 109004.
NATO has not released this STANAG publicly. It is NATO UNCLASSIFIED, and organisations that need it obtain it through their national standardization authority.
STANAG 4654 is the NATO Standardization Agreement on indirect fire appreciation modelling. Edition 2, promulgated in June 2021 under the committee CNAD, AC/225 NAAG, ICGIF, covers the publication AOP-4654(A). NATO has not released STANAG 4654 publicly. This page describes it from a public national implementation, the Czech defence standard ČOS 109004 (edition 2, effective from 14 June 2023), which states that it introduces STANAG 4654 edition 2 and AOP-4654(A) into Czech use. A national implementation can add national requirements and reservations, so treat what follows as the Czech implementation's content, not as NATO's own text.
ČOS 109004 standardises the methodology for modelling the assessment of indirect fire effects in Czech conditions and aligns it with the methods used across NATO. It introduces mathematical models into artillery practice that support planning judgements on munition quantity and placement when preparing a fire mission.
The standard is binding, from its effective date, for indirect fire munitions that are newly developed or being introduced into Czech Army service where use by other NATO countries is also anticipated. It applies to ground artillery and mortar systems using fragmentation munitions, guided munitions and munitions with directed effect. It does not apply to direct-fire artillery systems or to air-defence systems. Nationally, the Czech implementation notes that the Czech Army does not use cluster munitions, in line with Czech Act No. 213/2011 Coll.
ČOS 109004 also sets out the technical vocabulary this modelling uses, checking its definitions against the NATO glossaries AAP-6 and AAP-39 and the US Field Manual FM 6-40, and it names related NATO documents it draws on: STANAG 4355 (the Lieske trajectory models), STANAG 4537 (the S4 fire control software suite) and STANAG 4635 (the NATO armaments error budget).
