What STANAG 4676 covers
STANAG 4676 is the NATO standardization agreement that gives force to AEDP-12, Edition B, the Allied publication defining the technical specifications and formats for track data. A STANAG is not itself a technical specification: it is the agreement by which NATO nations commit to implement one, and the actual formats sit in the Allied Publication it covers. This STANAG responds to an interoperability requirement stated plainly in the document: "to enable the exchange of tracking data among National and NATO Intelligence, Surveillance, and Reconnaissance (ISR) Systems." AEDP-12 itself "defines technical specifications and formats to support track data standardization necessary for exchange and exploitation as well as ingest and management of multi-source track data." Read plainly, that means the STANAG exists so that ISR systems from different NATO nations can generate, share and consume tracking data in a common format, not so that a particular sensor or platform is designed to a single national standard.
This is Edition 2, promulgated 13 October 2021. It supersedes "STANAG 4676, Edition 1, dated 20 May 2014." The document names no other related document: implementing AEDP-12 is the whole of what this agreement asks for.
Who ratifies it, and how it takes effect
The mechanism that matters here: a STANAG binds a nation, not a supplier. Nations "are invited to examine their ratification of the STANAG and, if they have not already done so, advise the NSO of their intention regarding its ratification and implementation," and the national response is recorded in the NATO Standardization Document Database (NSDD). Once ratified, "this STANAG is effective upon receipt for use by the participating nations and NATO bodies," and it is "considered to be implemented when it has been incorporated into nations systems in accordance with the requirements put forth in AEDP-12." A systems integrator or contractor meets AEDP-12 only where a contract or a tender brings it in by name, not because the STANAG exists on its own.
Reporting and review
Nations report their ratification "through the electronic reporting tool (e-Reporting)," and "Allies and NATO bodies shall provide implementation details through the electronic reporting tool (e-Reporting)" as well; partner nations are invited to report their own implementation the same way. This STANAG sets no separate "NATO Effective Date": that field reads "Not applicable" in the document. Review runs "in accordance with AAP-03," and "the result of the review is to be recorded within the NSDD."
How it's evaluated
No certification exists here, and the document names none. What it describes is a national ratification, implementation and review cycle run through NATO's own machinery, not an audit against this STANAG as such. Whether a nation's ISR systems actually exchange, ingest and manage track data correctly is a question of AEDP-12 conformance and interoperability testing between the systems concerned, which nations and NATO bodies handle themselves, not a third-party assessment of this agreement.

Not in general. It binds a nation once that nation ratifies it, and it reaches a contractor or systems integrator through a contract or a tender that names AEDP-12 or this STANAG, not by existing on its own. Whether it applies to a given programme is set by the tasking or contract in front of you.
What is the difference between STANAG 4676 and AEDP-12?
