STANAG 4718 is the NATO Standardization Agreement under which member nations commit to a common digital telemetry format for sonobuoys, so that one nation's receiving systems can make sense of another's sonobuoy data. Its own aim is "to respond to the following interoperability requirements," stated plainly as: "To provide a recommended standard for NATO interoperable digital sonobuoy telemetry links." The current text is Edition 1, promulgated 4 November 2020, and the document states that it "does not supersede any document."

A STANAG is not itself a technical specification. It is the agreement by which NATO nations commit to implement one, and the specification usually lives in the Allied Publication it covers. Here that publication is ANEP-96: "Participating nations agree to implement the following standard," identified as ANEP-96, Edition A. Nations are also expected to act on their own ratification status: "Nations are invited to examine their ratification of the STANAG and, if they have not already done so, advise the NSO of their intention regarding its ratification and implementation."

None of this creates a direct requirement for a commercial supplier. STANAG 4718 reaches a supplier through a contract or a tender that names the STANAG or the ANEP-96 format it covers, and that contractual route, not the agreement's existence, is where "is STANAG 4718 mandatory" gets a real answer.

How implementation is checked

There is no certification body and no independent audit described in the document.
