What STANAG 4816 covers
STANAG 4816 is a NATO standardization agreement for Urban Combat Advanced Training Technology (UCATT), the family of standards behind laser engagement interfaces and ammunition tables used in live, laser-based combat training. The STANAG itself carries no technical specification. It commits the nations that ratify it to implement three SISO documents that hold the actual content: SISO-STD-016-00-2016, the standard for the UCATT laser engagement interface; SISO-REF-079-2025, the reference for UCATT consolidated enumerations; and SISO-REF-073-00-2020, the UCATT Laser Engagement Interface Standard test plan. Edition 2, dated 15 January 2026, is a revision of STANREC 4816, Edition 1 (13 July 2018): it adds the test plan to what the STANAG covers and replaces the enumeration reference the earlier edition pointed to.
Why it exists
The stated aim is to improve interoperability and integration of range instrumentation and laser-based duel simulation for live training events, especially in a coalition context, so that large coalition exercises run at higher quality and the coalition as a whole is more ready. Without a common laser coding scheme and a common set of enumerations, laser transmitters and range instrumentation fielded by different nations cannot reliably recognise a hit from another nation's equipment in a shared exercise.
Who it binds, and how
A STANAG is not itself a technical specification a supplier reads and builds to. It is the agreement by which NATO nations commit to implement the documents it covers, here the three SISO standards above. That mechanism is the single thing most readers get wrong about a STANAG: it binds the nations that ratify it, not suppliers directly. A nation or a NATO body implements STANAG 4816 by issuing instructions that future laser engagement systems interfacing with NATO and other national systems in NATO training activities will conform to those SISO documents. A supplier meets it only once a national implementation, or a contract that references it, requires the equipment being built or supplied to conform, and by that point the interoperability needs to already be designed in, because a laser coding scheme and an enumeration scheme are far cheaper to build in from the start than to retrofit into fielded equipment.
What conforming actually involves
Concretely, conforming means laser transmitters that are part of an instrumented combat training centre carry the laser coding defined in SISO-STD-016-00-2016, and that the enumerations defined in SISO-REF-079-2025 are implemented alongside it. Verification of an implementation may be carried out through third-party independent testing against the SISO-REF-073-00-2020 test plan. Nations and NATO bodies report their ratification and implementation details through NATO's electronic reporting tool, and STANAG 4816 is reviewed in line with AAP-03.
