What it is

STANAG 4844 is the NATO standardization agreement covering AOP-4844, the NATO handbook for munitions health management (MHM), Edition B. Like every STANAG, it is not itself a technical specification. It is the agreement by which NATO nations commit to implementing the publication it covers, and the technical content, whatever it consists of, lives in AOP-4844, not here. This edition supersedes STANAG 4844, Edition 1, dated 10 November 2021.

The aim

The agreement's stated aim is to let nations "collaborate in effectively implementing and conducting Munitions Health Management (MHM) in order to optimize munition life and achieve improved safety, reduced cost and sustained capability." Participating nations agree that AOP-4844 is an agreed best-practice guide which, when applied, supports and enhances a nation's own in-service surveillance policy, and they agree to use the process it incorporates for implementing MHM and for the assessment and sharing of the resulting data.

What counts as implemented

The STANAG defines its own implementation test in concrete terms: it is considered implemented "when a nation has updated its national surveillance policy to incorporate MHM concepts, training programs have been updated to reflect the guidance and trained personnel are applying the MHM approach." Ratifying nations implement it "in accordance with recommendations provided in AOP-4844 Chapter 2 when integrating MHM into a munitions project," and the document frames that as something applied across the project's life rather than a one-off step: the process "can be applied to all stages of the lifecycle in order to yield maximum safe operational life and thereby reduce through life costs."

Nations that implement it also agree that any national standard, order, manual or instruction carrying it forward will "include a reference to STANAG 4844 for purposes of identification," and that no departure from the agreement is made without consulting NATO's Tasking Authorities or Delegated Tasking Authorities. Ratification and implementation detail is reported through NATO's electronic reporting tool into the Standardization Documents Database (NSDD), and the agreement itself carries "NATO EFFECTIVE DATE (NED): Not applicable," so it takes effect nation by nation rather than on a single NATO-wide date.

What ratification and review mean here

Ratification is a national decision, recorded in the NSDD, and separate from implementation: a nation can ratify and still have work to do before its own policy and training meet the definition above. This STANAG is reviewed in accordance with AAP-03, and the result of that review is recorded in the NSDD in turn.

What this document does not cover

This cover names no monitoring method, no health indicator, no test threshold and no inspection interval for munitions. It is the agreement, not the handbook: any such detail would sit inside AOP-4844 itself. It also names no certification scheme; ratification and implementation here are reported by nations to NATO, not assessed by any accredited or notified body.

Is STANAG 4844 itself a technical standard?

No. It is the NATO agreement by which nations commit to implementing AOP-4844, the handbook that carries the technical content. The STANAG records the agreement, the ratification status and what counts as "implemented"; it does not set out monitoring methods or thresholds itself.

What is the difference between STANAG 4844 and AOP-4844?

STANAG 4844 is the agreement; AOP-4844 is the publication it brings into force. A nation ratifies the STANAG and then implements AOP-4844's guidance, Edition B in the current edition, through its own national surveillance policy and training.

Does ratifying STANAG 4844 mean it is already implemented?

Not on its own. The document treats ratification and implementation as separate: it is considered implemented only once a nation's surveillance policy, training programmes and personnel practice all reflect MHM concepts, which can happen some time after ratification.

Who checks that STANAG 4844 has been implemented?

No outside certification body does. Nations report their own ratification and implementation status through NATO's electronic reporting tool into the Standardization Documents Database, and the STANAG itself is periodically reviewed in accordance with AAP-03.
