What it is

What STANAG 4315 does

STANAG 4315 is the NATO standardization agreement by which member nations commit to Allied Ordnance Publication AOP-46, which "enables nations to collaborate in effectively implementing and conducting Munitions Whole Life Assessment in order to optimize munition life and achieve improved safety, reduced cost and sustained capability." The STANAG itself sets out no technical method. It is the agreement to adopt AOP-46, Edition B, and the commitment that follows from ratifying it.

The document explains, in its own aim, that AOP-46 addresses failures tied to the degradation of energetic materials and presents a methodology for assessing how long a munition remains safe and effective to hold. That methodology lives in AOP-46, not here. This STANAG is the mechanism that brings it into force for nations that ratify it, not a summary of what it contains.

This is Edition 2, promulgated 11 March 2022. It supersedes STANAG 4315 Edition 1, dated 11 July 2006. NATO's Standardization Document Database lists this STANAG and serves it free of charge; we do not sell it or host a copy. View it in the NSDD.

Ratification and implementation

A STANAG binds a nation only once that nation ratifies it, and ratifying and implementing are two separate steps. National responses are recorded in the NATO Standardization Document Database. "This STANAG is effective upon receipt for use by the participating nations and NATO bodies."

Once a nation ratifies, it is required to:

  • update its national munition life-assessment policy to be in accordance with AOP-46
  • update its national procedures and guidance to reflect what AOP-46 gives
  • update its national documentation to use the definitions AOP-46 sets out

Allies and NATO bodies report their implementation details through NATO's electronic reporting tool; partner nations are invited to do the same. There is no NATO Effective Date set for this agreement; the document records it as "Not applicable," so each nation's ratification and implementation run on their own schedule rather than a single NATO-wide deadline. The STANAG is reviewed in accordance with AAP-03, and the result of that review is recorded in the NSDD.

When this reaches a supplier

Nothing in STANAG 4315 addresses a supplier or manufacturer directly. Its obligations run to nations and NATO bodies, through whichever national authority owns munition life-assessment policy. A supplier meets AOP-46, or the national policy built on it, where a specific contract or quality clause says so, and that is a matter for the tender or the contract, not for this document.

The question AOP-46 concerns, how long a munition remains safe and effective to hold, is generally one that surfaces once a munition is already in service, rather than a design-stage checklist: it comes up where a customer's in-service or life-extension programme references it.

How we help

STANAG 4315 binds nations, not companies, and it reaches a supplier only when a customer's contract or quality clause points at AOP-46 or the national policy built on it. Is STANAG 4315 mandatory?

Only where a nation has ratified it and a contract or national policy built on it applies to your work. A STANAG binds the nation that ratifies it, not a company directly, so whether it is mandatory for you depends on the tender or contract in front of you, not on the document itself.

What is the difference between STANAG 4315 and AOP-46?

STANAG 4315 is the agreement between NATO nations to adopt AOP-46. AOP-46 is the publication that carries the scientific basis and methodology for whole life munitions assessment. Ratifying the STANAG is how a nation commits to using AOP-46; the technical content lives in AOP-46 itself.

Can a company be certified to STANAG 4315?

No. STANAG 4315 names no certification scheme, and no body certifies an organisation against it. What it sets out is a national ratification and implementation process, recorded in NATO's own database, not an assessment a company can pass.
