NATO has not released this STANAG publicly. It is NATO UNCLASSIFIED, and organisations that need it obtain it through their national standardization authority.
What it is
STANAG 7149 is the NATO Standardization Agreement covering APP-11, the NATO Message Catalogue, edition E. Edition 7 of the STANAG was promulgated on 13 December 2024, sponsored by MC, MCJSB, IERH. NATO has not released STANAG 7149 publicly, so this page describes it from public NATO publications that cite it.
Where it is cited
AEDP-02, a public NATO publication, summarises it: "STANAG 7149 provides users, system developers and Message Text Format (MTF) managers with the library of NATO messages, the instructions for their use and the associated XML schemas for each message." AEDP-02 adds that using the catalogue's formatted messages is mandatory for all NATO forces exchanging character-orientated messages, and that all messages are bearer agnostic and can be sent in either of two protocols. AEDP-12 lists APP-11 NATO Message Catalog Edition D, Version 1, November 2015, as covered by STANAG 7149.
AEP-84 cites the catalogue for unmanned aircraft systems. It says that "Tasking messages defined in STANAG 7149 are appropriate for tasking UA missions within the UCS", and that the messages to be transferred across the CCI are a subset of STANAG 7149. It also notes a gap: "Although STANAG 7149, APP-11, defines a catalogue of standard messages for tasking and status reporting, there is no standard/agreement as to which specific messages and fields should be used by UASs."
