NATO has not released this STANAG publicly. It is NATO UNCLASSIFIED, and organisations that need it obtain it through their national standardization authority.
What it is
STANAG 7194 is the NATO Standardization Agreement on the imagery interpretability rating scale (NIIRS). Edition 2 was promulgated in September 2018, sponsored by MC, MCJSB, JINT, and covers the publication AIntP-7, Edition A. NATO has not released STANAG 7194 publicly, so this page describes it from public NATO publications that cite it.
What NATO publications say it covers
AEDP-02 states: "STANAG 7194 promotes interoperability for the exchange of data between JISR collection management activities, imagery exploitation, and imagery capabilities." It adds: "The NIIRS allows for the evaluation of imagery quality for all kinds of imagery, applicable for still and motion imagery for the different technical sensors types and use of a consistent measure for such evaluations."
AEDP-12 cites STANAG 7194 in defining a metadata field, niirs, as "The producer's estimate of the NIIRS at the center of the image." It gives that field the type float and references STANAG 7194, Edition 1 for it. AEDP-12's list of referenced documents names STANAG 7194, Edition 2 with AIntP-7, Edition A, ver.1, alongside standards such as STANAG 4609. AEP-84 lists STANAG 7194 among STANAGs including STANAG 7023 and STANAG 7149, ahead of a separate list of STANAGs that it recommends the UCS "should also be compliant with". Neither publication adds further description of the standard's content.
